Coconino County Health & Human Services is developing an innovative youth behavioral resource center that will utilize an integrated service model to provide emotional, physical, and social support services to youth aged 12-18. The Clinical Director will oversee the development of this resource center under the supervision of the Recovery & Resiliency Division Manager.

The Counselor/Clinical Director will perform professional work in developing the operational footprint of the Youth Behavioral Health Center. This position will also establish clinical operations, providing supervision, consultation, and management of professional mental health clinical staff. The counselor/clinical director will provide both individual and group counseling services to assist individuals in achieving effective personal, social, educational, and vocational development.

The anticipated start date for this position is February 3, 2025.

Please note: The hiring range for this position is $76,683.76 to $95,000.00.

Typical Duties

(Illustrative Only):

Directs, coordinates, and oversees the administration of clinical staff; plans, develops, and implements comprehensive clinical treatment programs and clinical care services.

Performs initial assessments to obtain a mental health history, assess for presenting problems, and assigns DSM diagnosis.

Conduct psycho-social interviews and prepare/document sessions in accordance with licensing rules.

Completes documentation to include consents, assessments, ISPs, coordination of care with team members, individual therapy, and group therapy.

Develops a treatment plan for targeted goals and outcomes.

Makes referrals to providers as appropriate, documented as part of the treatment plan goals.

Conducts one-on-one counseling along with group counseling within the brief therapy framework.

Participates and leads case staffing with appropriate involved staff and entities.

Maintains accurate and current documentation in accordance with policy.

Working knowledge of evidence-based psychosocial treatments and brief behavioral interventions for common mental health disorders.

Develops and implements clinical standards of care.

Assigns and evaluates clinical staff caseload and standards.

Essential functions of this position include but are not limited to: sitting, walking, standing, crouching, stooping, kneeling, reaching, bending and crawling for filing; working with and around others; dealing with interruptions; repetitive motion for computer work; vision acuity for computer work and reading documents; hearing and speech for ordinary conversation; finger dexterity for typing.

Minimum Qualifications

Master’s degree in social work or counseling from an accredited program; appropriate licensure through the Arizona Board of Behavioral Health Examiners. Four years of behavioral health work experience and two years of supervisory capacity/oversight of personnel.

Preferred Qualifications:

Five years of experience counseling children and/or adults in an outpatient clinical setting. Preferred three years of experience in the supervision of behavioral health technician staff and unlicensed counselors.

Additional Requirements:

Must obtain an Arizona driver’s license by the date of hire, have a satisfactory 5-year Arizona motor-vehicle report, and obtain a fingerprint clearance card.

Applicable federal, state, and local laws related to counseling, privacy, and licensure standards.

Knowledge of clinical programs, methods, procedures, and standards within the area of expertise.

Knowledge of all facets of professional client care within areas of expertise.

Knowledge of intervention and therapeutic techniques.

Skill in:

Working with a broad range of clients

Working with a multidisciplinary team

Using informed clinical judgment

Assessment and evaluation of mental health clients, both adults and youth

Interviewing techniques, intervention strategies

Maintaining solid boundaries with clients

Effective interpersonal communication skills with clients, referral sources, and staff

Computer skills and software usage

Communicate effectively both in writing and verbally
