THIS IS A LIMITED TERM POSITION WITH CONTINUED EMPLOYMENT BASED ON FUNDING.The City of Pasadena Water and Power Department (PWP) is seeking a Financial/Rate Analyst with strong analytical skills, accounting, and financial acumen to perform journey-level functions of a complex financial nature.The successful candidate will assist in budget preparation and monitoring, performing financial analysis, accounting tasks, month/year-end closing and financial reporting for the City’s Water and Power Department; implementing short and long-term financial plans; examine, develop, and prepare financial and operational alternatives to existing and proposed utility conditions and projects; prepare and present highly technical and financial studies and analyses to a broad spectrum of audiences; and perform related work as assigned. The candidate must be proficient in using Microsoft Excel, Word and PowerPoint for various financial tasks and has the ability to create and manipulate financial models. Reliability and teamwork are crucial to success of this position. Experience in the utility industry is preferred.There is currently one Full Time, 2-year Limited Term position in the Finance and Administration Division in Water and Power Department with current funding until June 30, 2026. considered for permanent status after the 2-year term.Essential Functions

Assist in developing utility annual operating and capital budgets and presentation materials; maintain and reconcile budgetary and accounting files and data; monitor financial results and perform variance analysis; prepare budget amendments; identify significant issues and recommend corrective actions.Perform various accounting tasks including financial reporting and analysis, accounts reconciliation, month/year-end closing and cost accounting; prepare and review adjusting journal entry requests and supporting documents; conduct project job costing, reporting, closing, capitalization, and retirement.Prepare and review monthly financial forecasts and cash reserves for Water and Power funds; analyze utility retail sales, purchased energy and water costs, and revenue requirements to determine sufficient rates and rate structures to support operation and capital needs.Assist in the preparation of PWP annual reports (including statement of cash flows) in compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), Federal Energy Regulatory Commission (FERC) and California Public Utility Commission (CPUC); prepares supporting documents for financial year-end audits.Assist in development of financial or accounting policies and procedures for PWP; conducts research and analyzes fiscal impacts of industry and market changes and/or new accounting rule updates.Assist in the development of sound fiscal policies and long-range financial planning for PWP; assess, evaluate, develop, and improve short and long-term financial planning strategies including the preparation of plans leading to utility bond financing and issuance.Conduct varied routine financial and statistical analyses to include feasibility, performance, and productivity; prepare funding and service proposals, council agendas, ordinance documents and an array of other financial reports.Conduct assigned department business with appropriate governmental entities, including state and local agencies.Serve as consultant on PWP business units or other department/City projects or programs (for which the incumbent is not directly responsible) on aspects needing particular expertise (e.g. budgeting, accounting, forecasting, financial planning, design, and/or controls); analyze and evaluate departmental objectives, programs, organizational structure, operations and control systems; coordinates Citywide programs.Perform related work as assigned; trains and reviews work performed by subordinate staff.Regular attendance is an essential function of this classification.COMPETENCIES

Bachelor’s degree in accounting, finance or a closely related fieldA combination of three years of accounting and/or budgeting and analytical experience, preferably within a public utility organization or similar agency.A certified public accountant or utility accountant is desired but not required.SELECTION PROCESS

The selection process may consist of a training and experience evaluation, Subject Matter Expert review, written test, interview panel, department-level interviews and possibly an online assessment.Probationary work period is one year.
