Fiscal Analyst

An OverviewUnder the supervision of the Division Chief of Administrative Services, the Fiscal Analyst provides accounting and financial support for the Alexandria Library.The Opportunity :Performs all accounting activities for the department, entering expenditures and revenues; ensures that all transactions are properly coded, approved, signed, and documented.Creates journal entries of cash receipts, including electronic transfers, credit card payments, monies from debit card machines and cash registers.Enters new vendors into the system, processes invoices, edits and posts accounts, prints checks.Prepares the annual 990 tax form for the Alexandria Library Foundation.Responds to vendor inquiries regarding the status of payments. Researches and resolves vendor inquiries on past due invoices.Maintains financial records and files for the Alexandria Library, Alexandria Library Foundation, and James M. Duncan, Jr., Library Foundation.Creates, purges, and maintains an efficient filing system for all financial records; monitors the fiscal condition of operating programs.Reconciles Library and Alexandria Library Foundation bank statements.Prepares monthly and annual financial reports.Exercises responsibility for fiscal-management activities; plans, implements, and maintains the department's financial management system.Develops financial analyses for preparing and monitoring the department budget.Monitors program expenditures & revenues and recommends solutions to identified issues.Coordinates annual audit and financial statement preparation; provides supporting documentation and schedules to auditors.Proper entry of grant funds and reporting to external donors.Prepares information for Library and Library Foundation Board meetings, provides administrative and fiscal support for the Alexandria Library, Alexandria Library Foundation, and James M. Duncan, Jr. Library Foundations.Serves as the Library’s Kronos Administrator; uses Kronos to review and verify bi-weekly time reporting information and resolves staff payroll problems in coordination with the Finance/Accounting Department.Assists in planning, developing, and preparing the annual operating budget and periodic projections.Prepares General Fund Expenditure report for the Office of Management & Budget.Attends Financial Liaison Meetings.Serves as Fixed Asset Manager for the Library.Provides technical guidance on financial matters to employees within the department.Communicates work progress and accomplishments in oral and written reports, and generates own new work assignments through feedback obtained in discussions.Responds to policy and procedural questions regarding budget, finance, and other matters.Maintains performance measures and reports to appropriate City, State, and national contacts.Assists with Administrative Office functions, including answering and directing phone calls, and arranging for building and custodial maintenance.Performs related work as assigned.Minimum Requirements : Two Year College Degree with coursework in accounting or financial management; at least three years of progressive experience in the field of accounting and financial management; at least one year of work experience involving public accounting or public financial administration; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.Preferred Qualifications : Four Year College Degree; degree in Accounting or Financial Management. Experience creating, maintaining, and manipulating spreadsheets; experience with commercial financial software applications; ability to analyze, summarize and present analysis; ability to interpret fiscal accounting records and to prepare accurate and complete reports.This position requires the successful completion of pre-employment background checks including but not limited to a criminal background.
