L3Harris is looking for a subject matter expert to take on the role of Subcontracts Manager (SCM) which is responsible for the overall life-cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts at L3Harris cover a variety of customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international.L3Harris Subcontracts is an incredibly diverse landscape of technologies, products and services for development articles, production, technical & professional services requirements. Subcontracts leverages the variety of subcontract types (i.e., fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customers.Essential Functions:Lead, mentor, and provide coaching and training to employees in Supply Chain and outside the Supply Chain organization.Experience with functional processes, policies and procedures. Interacts with external customers and auditors to provide information.Provides subject matter expertise and advises Division level organization as required by internal and external audits.Support supply chain organization and cross-functional requests, and inquiries (i.e., Contracts, Program Management Office (PMO), Business Development (BD), Engineering, Finance, Quality, Operations, Logistics, International Trade Compliance and Regulatory Government Compliance, Accounts Payable (AP), Property Management, etc.).Advanced experience with Earned Value Management (EVMS), Control Account Management (CAM Certified preferred), Program Management and Financial concepts.Demonstrates advanced negotiation skills, subcontractor management and program risk management experience.Ability to review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.Advanced knowledge of FAR/DFAR requirements, Prime Contract flow downs, International Trade Compliance, ITAR, EAR, Import/Export, General Provisions, Terms and Conditions, policies and procedures, command media requirements, negotiations of legal documents, and supply chain strategies to improve KPIs and ROIs.Advanced working experience with Microsoft Office applications.Pursue permanent resolution and institutes preventative actions by following RCCA principles.Expert ability to optimize and leverage organization's talents and optimize the interaction and support to other functions to maximize efficiencies, improve KPIs, support SCMs to develop custom strategies to support internal customer needs and operate with excellence.Expert understanding of Programs and Product Lifecycle Management (PLM) and MRP systems, and an understanding of the cause-and-effect relationship of these systems.May be assigned to work with programs of significantly higher complexity from start to finish (i.e., development, proprietary/classified, cost reimbursement, TINA, etc.).Expert understanding of program requirements and implement Supply Chain strategies to effectively align with the program execution, structure, and manage deliveries to milestones outlined in Statement of work (SOW) and Customer requirements; included but not limited to: Basis of Estimates (BOE), Period of performance (POP), etc.Qualifications:Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.Demonstrated proficiency with using MRP systems software.Demonstrates proficiency with SOWs, FAR/DFARs, Prime and program requirements, requirements and engineering drawings.Preferred Additional Skills:Total relevant professional experience to be minimum of 7 years in Procurement and/or Subcontracts. Experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance. Coursework, or practical experience that demonstrates business acumen, compliance, legal, negotiations skills, analytical mindset, strategy development and execution.Works independently and manages complex work to support organizational needs.Ability to adapt to a fast-paced, dynamic environment with the ability to prioritize and multi-task.Possess excellent communication skills, quality commitment, customer focus, strong interpersonal skills and be adaptable.DoD contract experience.Experience in managing various types of complex subcontracts, including hardware, software, complex services subcontracts, and follow-on/production subcontracts.Lean Six Sigma experience.Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting.
