SUMMARY:

The Natural Resources and Land Planning Director is responsible for all aspects of natural resources and land planning services including developing, planning, budgeting, organizing, coordinating, and programming. The following departments fall under the authority of Natural Resources & Land Planning: Land and Environment, Tribal Historic Preservation, Land Planning, and the Buffalo Project. As Director, the position retains oversight and accountability of the Natural Resources and Land Planning Division, including all facets of the daily operations, such as quality assurance; staff supervision and development; active monitoring; fiscal accountability; and comprehensive planning, organizing, scheduling, directing, and coordinating all the activities of the Division. This job description is not an all-inclusive list of the duties and responsibilities of this position. The Director of Natural Resources and Land Planning is expected to perform all duties and responsibilities necessary to meet the goals and objectives of applicable programs.

DUTIES AND RESPONSIBILITIES:

The following duties and responsibilities are not meant to be all inclusive and may be adjusted to meet business needs.

Advance the strategic goals and objectives through departmental initiatives in alignment with PIIC’s Vision, Mission, and Values.

Develop and coordinate staff development programs and management training in relation to the overall organization development. Develop and implement a workforce development plan that meets the needs of the division; develop and support employee relations initiatives and morale building programs.

Strategically evaluate and advise on the expansion and build out of divisional staffing programs based upon needs of the membership. Consult with program managers to assure community input is an integral part of the process.

Monitor and review work of third-party contractors to assure project advancement and compliance with funding and performance measures.

Monitor grant reporting and assure that division grants are in compliance with grantor agencies requirements including narratives, reporting and compliance.

Oversee budget and management of division resources; provide input and recommendations for departmental and division budget to fund existing and new program services. Maintain manual and computerized records and the preparation of monthly, quarterly, and annual reports as needed or deemed necessary to ensure accountability in the administration of the applicable Natural Resources & Land Planning programs, services, functions, and activities.

Oversee the development of strategic plans for individual programs in collaboration with program management and ensuring the plans are aligned with PIIC’s overall strategic plan. Consult with program managers and office administration support staff to create goals, timetables, reporting procedures and resource allocation.

Works in consultation with the communications department on relevant messaging that impacts PIIC, the division or departments. Oversees and provides final approval of all departmental publications and communications to PIIC staff and Tribal Membership.

Assist with compiling the annual PIIC calendar and monthly activities calendar for publication to the PIIC Info website.

Consults with facility maintenance to assure that buildings and offices are maintained at a level for the safety and comfort of the staff.

Direct and/or assist staff with departmental programs including youth, elders, education, community, and tribal events.

Development and implementation of policies, procedures and/or processes impacting land and natural resources to provide direction and/or comply with mandated requirements.

Participates in meetings with Tribal leadership, programming, professional, educational, and cultural staff to gather information regarding program activities and impact on natural resources and the environment.

Facilitates communication among Tribal Council and/or the Tribal Administrator, departmental directors, and departmental management to evaluate situations, solve problems and/or resolve conflicts while improving programming.

Works with outside organizations to coordinate multi-organizational or governmental functions.

Ensures all activities conform with applicable laws and Tribal policy.

Collaborates with other Tribal governments, agencies, and businesses as a representative of PIIC to establish partnerships for special functions as determined by Tribal Council and/or the Tribal Administrator.

Create emergency plans that minimize dangers after natural disasters with the tribe’s emergency management staff, natural resources, and land planning.

Oversight and monitoring of PIIC’s land planning focused on the government, agriculture, commercial and economic activities.

Oversight and monitoring of PIIC’s land management and forestry management plans.

Ensures the Buffalo Project is being managed and cared for according to PIIC’s values and sound practices.

Oversees the THPO program and provides guidance to any issue impacting culturally and historically significant lands of PIIC. The impact may include repatriation, gravesites, ceremonial practices, and traditional ways.

MINIMUM QUALIFICATIONS:

Bachelor’s degree in an appropriate field is required. Appropriate fields of study may include, but should not be limited to, social sciences, biology, environmental sciences, natural resource management, etc.

Minimum of eight (8) years of progressive supervisory experience.

Minimum of five (5) years of experience in the field of land planning and/or natural resource management is required. Subject matter experience of more than seven (7) years preferred.

Ability to maintain strict standards of confidentiality.

Excellent written and verbal communication skills.

Proficiency in using a computer and common computer software programs (e.g., Microsoft Word, Excel, Outlook, PowerPoint and Teams).

Ability to manage departmental budget and control labor expenses.

Ability to work independently and effectively with minimal supervision.

Successful experience working in a team setting.

Sensitive to Native American Culture.

Valid driver’s license and proof of insurability.

Pass drug screen (UA) and a federal criminal background check in compliance with the Indian Child Protection and Family Violence Prevention Act and the Adam Walsh Child Protection and Safety Act.

PHYSICAL DEMANDS:

Position requires repetitive use of fingers, hands, wrist in job related duties, i.e. telephone, computer. Complete range of motion, including fine motor skills and tactile sense of both hands.

Must be able to sit for long periods of time with occasional amounts of standing or walking.

Must have the ability to lift and carry up to 25 pounds.

REQUIRED TRAINING:

Harassment training.

Any position-related training as determined by Tribal Administrator.

WORKING ENVIRONMENT:

Work is performed primarily in an office setting, but may include occasional outdoor activities.
