Essential Job Functions:
The Bureau of the Comptroller and Global Financial Services Charleston (CGFS) Bureau of the Department of State (DoS) requires the contractor to provide Information Specialist services in the Global Systems Division, Financial Systems Operations (FSO) Division.
Global Systems Operations (GSO) provides financial systems services to the global Department of State (DoS) user community and services to personnel in Charleston, Bangkok, and Paris.
The Comptroller and Global Financial Services Charleston (CGFS) Bureau of the Department of State (DoS) requires the contractor to provide Information Specialist services in the Global Systems Division, Financial Systems Operations Unit. The Financial Systems Operations Unit is responsible for the operation of both domestic and overseas financial systems, including payroll, accounting, accounts receivable, disbursing, cash reconciliation, data warehouse, imaging, and Treasury reporting systems
The Information Specialist is responsible for the following tasks:Install, configure, and upgrade Oracle database software and related products.Monitor and optimize the performance of the database, ensuring high levels of data availability and security.Implement and maintain database security (create and maintain users and roles, assign privileges).Perform database tuning and performance monitoring.Plan and implement backup and recovery strategies.Manage database storage structures and capacity planning.Develop, manage, and test database backup and recovery plans.Ensure compliance with database vendor license agreements.Troubleshoot and resolve database issues, including performance bottlenecks.Create and maintain documentation related to database configurations, procedures, and processes.Stay updated with the latest database technologies and best practices.Apply patches and updates to the Oracle database software to ensure security and performance.Skills:
Oracle Certified Professional (OCP) certification.Knowledge of other database systems (e.g., MySQL, SQL Server).Experience with database automation tools and scripting languages (e.g., Shell scripting).Knowledge of "Control-M" batch scheduling software or similar tools.Familiarity with DevOps practices and tools.Knowledge of "Control-M" batch scheduling software or similar tools.Experience with the implementation and management of Oracle Container Databases (CDB) and Pluggable Databases (PDB).Experience with PowerShell scripting.Knowledge with implementation and management of Oracle 23C\23ai.Software Systems Utilized:

Bachelor's degree in computer science, Information Technology, or a related field.Minimum of 5 years of experience as an Oracle DBA or in a similar role, with a proven track record of managing Oracle databases in a production environment.Proficiency in Oracle database architecture, performance tuning, and backup/recovery strategies.Strong knowledge of SQL and PL/SQL.Extensive experience managing Oracle databases on both Microsoft Windows Server and Red Hat Enterprise Linux (RHEL) platforms.Proficiency in Oracle Database versions 19C through 20C and Oracle Enterprise ManagerExperience with database security management and data encryption.Excellent problem-solving skills and attention to detail.Effective communication skills, with the ability to work collaboratively in a team environment.Ability to manage multiple tasks and prioritize effectively in a fast-paced environment.
Work Schedule:
The employee will work an 8-hour shift between the hours of 6:15 am to 6:00 pm with a non-compensated 45-minute lunch (See your Project Manager for work schedule and department policies). Additional hours may be required and must be authorized by your Project Manager and DoS Management.
This is a hybrid position with 3 days teleworking and 2 days on-site.
