Description of JobAbout The Work Unit:The Office of Public Health Practice, Planning and Local Partnerships promotes state and local governmental public health agencies functioning as a seamless system, working in partnership to improve health outcomes. The Office is guided by the 2008 Public Health Act and coordinates with department leadership to focus on the functions of:
Partnerships: Assuring strategic partnerships between the state and local public health agencies to meet mutual goals;
Assessment and Planning: Developing and implementing assessment and planning systems in accordance with best practices and the Act, toward systems improvements and better health outcomes;
Practice: Facilitating a trained public health workforce to cover all counties, promoting practice competencies, training and innovation.
Key Activities for the Office include:
Develop, lead and facilitate successful stakeholder and communication networks and systems among CDPHE and LPHA leadership, professional public health organizations, and boards of county commissioners/local boards of health to promote collaborative relationships in pursuit of mutual goals.
Elevate issues of concern among CDPHE partners to agency leadership for coordination and direction.
Practice:
Support collaborative efforts to continue to build and modernize Colorado’s public health system, using nationally recognized performance standards and innovations in public health practice.
Evaluate, monitor and support the capacity of local public health agencies to promote the provision of the core public health services.
Facilitate education and training for members of the public health workforce on public health competencies (e.g., assessment, planning, strategy development and evaluation) and provide support for new local public health directors.
Advise county commissioners or boards of health as requested as they seek to fill vacant public health director positions.
Research, disseminate and advocate for model strategies that improve the public health system and health outcomes.
Use credible evidence through literature reviews, standards and other model programming to advise the statewide public health improvement plan and the CDPHE internal strategic plan on best practices to move the needle.
Planning:
In accordance with the Public Health Act, work with department leadership and local public health agencies to develop a state public health assessment and public health improvement plan every 5 years.
Develop standardized community health assessment and planning processes, and increase local capacity to perform these activities toward improved health outcomes.
Promote alignment between LPHAs and the statewide plan in accordance with the Act, and facilitate processes to implement strategies in the plan.
Improve the availability and use of data, technology and public health informatics on both a state and local level.
What You Will Be Doing:This position exists to provide vision, leadership and direction to The Office of Public Health Practice, Planning and Local Partnerships. The position directs the office to lead statewide public and environmental health systems improvement efforts, ensuring strong connections between CDPHE and LPHAs, Tribal health authorities, the Colorado School of Public Health and other partnering public health organizations. The primary functions of this position include:
Assuring a strong partnership function with effective communication systems and staff in a liaison role to facilitate successful relationships between CDPHE and 54 local public health agencies and 2 Tribal health authorities.
Providing oversight and direction for Colorado’s assessment and planning system, assuring the development and implementation of Colorado's Statewide Public Health Improvement Plan in accordance with the 2009 Act and facilitating technical assistance to LPHA’s in the areas of assessment and planning.
Providing vision for collaborative efforts to continue to build and modernize Colorado’s public health system, by using nationally recognized performance standards and innovations in public health practice.
Executing CDPHE’s executive leadership’s vision and direction for Colorado's state and local public health partnerships.
This role was developed for a visionary leader with a broad understanding of public health innovation models, public health practice and the core functions of assessment and planning. The position has oversight of a team and management responsibilities to assure office activities are effective. The position serves as a member of the department’s leadership team and is an advisor to the department’s Executive Director and Chief Medical Officer.
The position assures that the ED and CMO are regularly updated on office activities; are able to provide strategic direction when appropriate; and are engaged early on issues with local public health agencies that could negatively impact the agency.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal RightsAn applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Option 1: ExperienceTen (10) years of full time professional experience in public health program management including strategic planning and outreach, grant writing, policy development, and supervision and performance management of professional staff, two of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives.
Option 2: Combination of Education and ExperienceA combination of education from an accredited institution in Business Administration, Public Administration, Management, or Public Health
AND
full time professional experience in public health program management including strategic planning and outreach, grant writing, policy development, and supervision and performance management of professional staff, two of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives equal to ten (10) years.

Experience providing public health technical assistance to local public health agencies
Experience working with outside organizations to set goals, resolve conflicts, and achieve deliverables

Experience with or knowledge of meaningful use criteria, and understanding of LPHA’s
Data use and technical management experience
