PURPOSE:
The Assistant Property Manager assists the Property Manager in overseeing all operational functions of the assigned properties, including maintenance of occupancy levels; timely investigates, evaluates, and resolves issues that impact tenant satisfaction (including but not limited to maintenance, repairs, billing, and other inquiries) with little or no oversight from Property Manager; exercises discretion in enforcing, interpreting and implementing policies and procedures that impact tenants and the property generally; responsible for managing and monitoring collections (AR) and renewals; ensures compliance with pertinent laws and regulations related to tenants and the properties, including the housing code, Section 8 housing requirements, safety regulations, collections etc.; independently manages and negotiates Brandywine's relationship with the housing authority concerning Section 8; represents the Company in small claims and landlord/tenant legal actions. This role will be focused heavily on maintenance oversight including the input, dispatch, follow up, and invoicing of maintenance work orders.
PRINCIPAL ACCOUNTABILITIESAnswer phones and greet tenants that come into the office.Follow up on work orders to make sure they are moving in the right direction.Customer Service and first level escalationsSend approved renewal notices out and work with tenants to renew at the optimal rates.Work delinquent accounts to bring them current using various communication channels and tactics.Assist with the management of the eviction process with local council.Maintain a positive working relationship with local housing authorities. Coordinating HCV inspections and updating changes in the HAP paymentsWork with SPM and Field Inspector to complete regular occupancy checks for aged evictions.Manage the move in process - ensuring that tenants receive their welcome package, executed lease, keys, any concessions and a welcome call.Review renewal inspections completed by Field Inspector/Resident Experience Specialist to determine if renewal offer should be sent.Practice positive conflict resolution with residents and BWH employeesReview and submit all installation request for smart home systems in BFR communities.Notify utilities department of upcoming move outs and verify that we have all utilities set up for new residents prior to move in.Always work collaboratively and appropriately with other property management staff.Keep upper management informed and engaged as needed in a timely manner.Engage in creative problem solving and provide constructive recommendations for resolutions, policies, etc.Other duties as assigned by management.WORKING CONDITIONS
Indoor and outdoor work in all types of weather conditionsMay sit or stand for several hours at time; climb up and down stairs multiple times each day; and lift up to 30 lbs.QUALIFICATIONS
High school diploma or equivalentCurrent Real Estate License valid in Market StateReliable transportation and current auto insuranceKnowledge of local housing ordinances and eviction proceduresComplete understanding of fair housing lawsAbove average ability to communicate with others and work as part of a teamIntermediate computer skills and the ability to learn new softwareKnowledge of rental property management standards and practice
