JOB REQUIREMENTS: CLASS SUMMARY: Under the general supervision of the Vice President of Asset Management, the Portfolio Manager is responsible for the general management and oversight of all properties assigned to the portfolio. The candidate must be a dynamic professional with a proven history of results, including asset preservation, budget performance, industry compliance and effective communication and leadership skills Portfolio assignments vary and may include various types of housing to include but not limited to HUD Section 8, Low Income Housing Tax Credit, HUD 202, HUD Public Housing and Market Rate. Portfolio Manager will provide management, direction, and leadership to direct reports and ensure that the property is maintained and operated in accordance with the HACM objectives and all regulatory requirements. Tracking project financials and schedules are required to report status regularly. The Portfolio Manager is responsible for the financial management, physical conditions, compliance, resident/occupancy issues, and community/resident relations. TYPICAL CLASS ESSENTIAL DUTIES: (These duties are a representative sample; position assignments may vary.) 1. Supervises Housing and Maintenance staff including, but not limited to, daily operations and maintenance, performance management, work assignments, disciplinary actions as may be required, time tracking, leave requests, interviewing, internal and Federal policy and procedure compliance, training functions, etc. 2. Assists the VP of Asset Management in developing, implementing and/or updating departmental goals, strategies, budgets, preventative programs, energy efficiencies, and annual maintenance programs and procedural manuals. 3. Manages financial operations sites following departmental rules, regulations and guidelines, including, but not limited to: assisting in the preparation of annual operating budgets, submitting requests for goods and services within the established budget, oversees the inventory of all property, to ensure properties are operated consistently with HUD financial guidelines and procedures. 4. Monitors and analyzes property and tenant data for properties in relation to industry best practices, public housing funding issues, market conditions, market trends, and demographic changes. 5.
