Overview
Responsible for analyzing and evaluating the asset/liability, interest rate derivatives, liquidity and investment positions of the Bank and subsidiaries. Responsible for maintaining related policies and periodic reporting.Responsibilities
Asset Liability ManagementCoordinate and prepare, as necessary, the quarterly asset liability model to measure interest rate risk of Net Interest Income and Market Value Sensitivity; assist in developing balance sheet growth, interest rate and other assumptions
Assist in the production of balance sheet projections for the quarterly asset liability model and the annual budget processCoordinate and prepare, as necessary, quarterly materials and reports for use by ALCO and board committees for net interest income, market value, investments sensitivity, funding, liquidity ratios and cash flow projections and issues that are critical to managing overall interest rate risk.Coordinate and prepare, as necessary, projections of Net Interest Income for the year to assist the CFO and SVP, Director of Accounting and Finance in planning by adjusting the results of the quarterly model.Derivatives - HedgingManage the Bank's customer interest rate swap program. Work with external third party and customers to execute back-to-back interest rate swaps.Review and recommend cash flow hedging strategies and long-term liability funding; review balance sheet strategies and off-balance sheet derivatives uses.Prepare the monthly derivatives market value pricing from the Bloomberg systemInvestment PortfolioRecommend investment strategies and conduct pre-purchase analysis and post-purchase performance and credit monitoring reports on investments that include mortgage-backed securities, collateralized mortgage obligations, municipal bonds, corporate bonds, government agency securities, and subordinated debtAssist in the execution of additional purchases, operational aspects of and reviewing or preparing reporting for the Bank's BOLI and SBIC investmentsExecute the investment transactions while maintaining relationships with brokerage firms and counterparties to ensure the Bank's access to the financial markets. Attend broker educational sessions on markets and investments (virtual and/or in person)Coordinate and prepare, as necessary, analyses for securities ACL for all investments at least quarterly.Coordinate and prepare, as necessary, any required disclosure information on investments for annual report. Report on performance of the portfolio, including value created investment decisionsCoordinate, manage and implement strategies for CRA investments with CRA officerReview investment reports on a monthly basis and supplement with brokerage firm analyses and recommend any changes in strategyManage the Bloomberg system to produce analytical reports on investments, regulatory reports, and analysisLiquidity and Funds ManagementPrepare or assist in the coordination of quarterly liquidity reporting.Monitor liquidity positions through the use of various funding sources that include the Federal Reserve cash position, Federal Home Loan Bank borrowings including the CLP Program, and wholesale market depositsEnsure operating liquidity is sufficient through review of daily reports and activities such as wire activity, loan disbursements/payoffs, investment cash flow and deposit flowAssist in the determination of deposit and loan pricing with business unit leaders. Qualifications
Education and ExperienceBachelor's degree with a major in Finance or Accounting or equivalent experience in Asset Liability Management, Investment Portfolio Management, derivatives and funding required5+ years related experience in a financial services industry related company, with prior work in a Bank environment preferredSkills and CompetenciesThorough knowledge of investment and funding typesProficiency with Microsoft Office (word and excel), Bloomberg software and functions, interest rate derivatives (swaps and caps).Strong knowledge of bank policies and proceduresWorking knowledge of regulatory compliance rulesKnowledge of financial statements and analysis, accounting, and reporting requirements for the Accounting and Treasury areasAbility to interact with all levels of staff and managementAbility to handle multiple projects at one timeStrong problem-solving skillsExcellent interpersonal and organizational skillsStrong communication skills, both verbal and written
