Hamilton Health Center, the sole Federally Qualified Health Center (FQHC) within a 30-mile radius of Harrisburg, PA is looking for an experienced Human Resources professional to serve as the Director. In this role you will be responsible for leading and managing all aspects of the employee experience and human resources function within the organization. This role involves developing and implementing workforce strategies, policies, and programs to support the company's overall mission and objectives. The HR Director serves as a strategic implementation partner to senior management, providing guidance on all HR-related matters and ensuring alignment with business goals.

Essential Duties and Responsibilities:

Strategic HR Planning:

Develop and implement HR strategies and initiatives that align with the organization's overall strategic objectives.Partner with senior management to identify HR priorities and proactively address organizational challenges with a focus on providing viable solutions.Conduct analysis of organizational trends and provide recommendations to senior management.Maintain up to date information on relevant benefit trends and offerings ensuring the organization has a full complement of benefits that serves the employee population and overall health center's ability to attract and retain top talent.Talent Acquisition and Retention:

Oversee the recruitment and selection process, including workforce planning, sourcing, interviewing, and hiring qualified candidates.Conduct full cycle recruitment for Leadership and provider positions including J1/H1B and HR credentialing / re-credentialing oversight.Develop and implement effective retention strategies to attract and retain top talent, including employee development and succession planning initiatives.Employee Relations and Engagement:

Establish and maintain positive employee relations through effective communication, conflict resolution, and fostering a positive work environment.Conduct internal investigations when appropriate; coordinate with outside consultants/counsel when necessary for external investigations.Develop and implement employee engagement programs to enhance morale, productivity, and overall employee satisfaction.Performance Management:

Design and implement performance management systems to drive employee accountability, development, and high performance.Provide coaching and guidance to managers on performance management best practices and facilitate performance improvement plans as needed.Compensation and Benefits:

Oversee the development and administration of competitive compensation and benefits programs.Coordinate and implement annual compensation review.Ensure compliance with applicable laws and regulations regarding compensation, benefits, and other HR-related matters.HR Operations and Compliance:

Maintain current knowledge of employment/labor laws and regulations through professional development. Maintains current knowledge regarding visa issues. Is instrumental in minimizing exposure to employment related liability.Manage day-to-day HR operations, including HRIS administration, record-keeping, and compliance with federal, state, and local employment laws.Develop and implement HR policies and procedures to ensure legal compliance and promote a fair and inclusive workplace.Create and manage to department budget in collaboration with COO.Administer 3rd party contracts for HR i.e. benefits brokers, external recruiting firms, HealthStream.Leadership and Development:

Lead and develop the HR team, providing coaching, mentorship, and professional development opportunities to support their growth and success.Create and implement manager and leadership training programs for employees throughout the organization ensuring that those in positions with direct reports are well equipped to effectively manage and lead their teams.Foster a culture of continuous learning and development throughout the organization.Reporting:

Report to the Hamilton Board of Directors on HR related issues upon request.Monitor and report on key HR-related metrics.Perform other related duties as required and assigned.Requirements:

Ability to handle confidential information with discretion.Demonstrated ability to serve as a lead Human Resources Executive.Demonstrated ability to build, evaluate, and administer full benefits including Medical, retirement, supplemental, and compensation.Excellent verbal and written communication skills.Excellent interpersonal and negotiation skills.Excellent organizational skills and attention to detail.Excellent time management skills with a proven ability to meet deadlines.Strong analytical and problem-solving skills.Strong supervisory and leadership skills.Ability to prioritize tasks and to delegate them when appropriate.Thorough knowledge of employment-related laws and regulations.Proficient with Microsoft Office Suite or related software.Proficiency with or the ability to quickly learn the organization's HRIS and talent management systems.

Preferred Qualifications:

Bachelor's degree in human resources, Business Administration, or related field required; master's degree preferred.At least ten years of senior level human resource management experience required, experience in healthcare preferred.At least five years of supervisory experience required.Knowledge of The Joint Commission regulations preferred.
