Salado Isolation Mining Contractors (SIMCO), an LLC of Bechtel, managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as aCommissioning Manager (SSCVS)to join our Capital Asset Project team located in Carlsbad, NM.
This individual is responsible for all commissioning, startup and turnover of equipment and systems to newly constructed facilities related to SSCVS. This includes development of commissioning plans, making authoritative decisions and recommendations on related activities for the commissioning and startup function. Negotiates major issues with top-level engineers and officers of client companies. Accountable for the quality of commissioning and startup services and the timely completion of commissioning and startup activities on projects. Responsible to ensure that commissioning and startup personnel review and provide input to projects during the design phase for safety and operability. Makes day-to-day decisions within assigned area and makes recommendations to senior management regarding policy and procedure. Responsible within assigned area or project for review of project designs and recommendation of changes to design so that projects are safe and operable. Responsible for development and execution of site commissioning and startup process and procedures. Preferred knowledge of Bechtel/SIMCO commissioning, startup and turnover process.
Maintains contact with other project groups to ensure the incorporation into a project of commissioning and startup requirements and compliance with client, Bechtel, SIMCO and project standards.
Extensive knowledge of industry and regulatory standards and facilities operations criteria pertinent to the activities supervised.
Essential Job Duties:
Develops and monitoring overall site commissioning, startup, and turnover process and procedures.
Directs and monitors assigned commissioning, startup and/or facility operations efforts.
Directs the formulation of and recommends policies, procedures, plans and programs for the commissioning, startup and facility operations department, commensurate with overall organization objectives.
Directs the formulation of and recommends to departmental management policies, procedures, plans and programs within assigned office or project.
Reviews and approves internal organization and commissioning and startup staff assignments.
Directs and conducts project assessments and reviews to ensure procedural compliance and the project readiness to safely execute major events and milestones.
Provides input to project management, engineering, and construction to ensure commissioning and startup requirements are incorporated into project activities, including review of project designs and construction to ensure plant operability and operating personnel safety.
Reviews and approves key commissioning and startup methods, procedures, and schedules on assigned project(s).
Keeps abreast of technological developments and trends in commissioning, startup and operating services within area of responsibility.
Leads and participates in project planning sessions at the proposal stage to provide technical guidance information.
Reviews and approves man-hour estimates for all assigned commissioning, startup and operating services activities.
Participates, as required, in engineering and construction reviews, management reviews of proposals and client contract negotiations, including final pricing of proposals, providing counsel and information about the projects- technical feasibility and the project commissioning and startup workload.
Responsible for commissioning, startup and/or operations activities on one or more very large or complex projects or global business units, a major project on which there are unique problems in schedule, finance, construction, or design.
Plans and directs commissioning and startup engineering assignments both in the office and in the field as required.
Directs activities, or provides input as requested, in preparation of project proposals.
Coordinates with project management, the commissioning and startup related engineering, construction, and client activities as an office assignment or during commissioning and startup, operations, maintenance or testing at the jobsite.
Prepares or directs the preparation of operations manuals.
Leads and supervises and provides technical guidance to subordinate supervisors or commissioning and startup engineers assigned to projects or tasks within area of responsibility.
Maintains contact with other project groups to ensure the incorporation into a project of commissioning and startup requirements and compliance with client, Bechtel, SIMCO and project standards.
Extensive knowledge of industry and regulatory standards and facilities operations criteria pertinent to the activities supervised.
Exempt Grade Levels (36-40)
Minimum Qualifications:These requirements must be met to be considered for this posting. Uploaded resumes and applications are the means of determination.
A Bachelor's Degree in an engineering or scientific discipline from an accredited college or university with over 15 years of relative experience including supervisory experience at a management level preferably in commissioning and startup and plant operations, various phases of engineering including design, field construction, or plant operation in large utility, process, or industrial facilities.
Experience and education may be considered in varying combinations to meet above criteria.
Extensive technical knowledge of commissioning and startup and plant operations methods and practices, calculations, applications of engineering methods, and general applications of computers to engineering problems.
Must be at least 18 years of age; U.S. citizenship is required except in limited circumstances. See

Preferred Qualifications:
A professional license in an engineering discipline from a recognized licensing board.
Preferred knowledge of Bechtel/SIMCO commissioning, startup and turnover process.
