Responsibilities This role encompasses full opportunity lifecycle management, including: Opportunity identification and qualification. Development of customer-focused solutions. Establishing and maintaining customer relationships. Securing executive approvals for pursuit strategies. Supporting proposal development. Driving revenue growth beyond assigned targets. The ideal candidate will have a strong background supporting and/or selling the following capabilities within Federal Law Enforcement agencies: Strategic Partnerships – Proven experience developing and maintaining relationships with DOJ, DHS, and other law enforcement agencies, enhancing the effectiveness of complex, multi-agency, multi-jurisdictional investigations, as well as enforcement and intelligence operations. Innovative Intelligence Collection and Analysis Solutions – Deep understanding of advanced IT and technical solutions that enhance investigative, enforcement, and intelligence effectiveness, including through meta-data analysis for proactive threat detection. Law Enforcement Collaboration – Extensive experience fostering collaboration across Federal, State, Local, Tribal and Foreign law enforcement agencies, as well as Intelligence Community stakeholders, to encourage and promote a unified approach in countering transnational organized crime and drug trafficking, terrorism, illicit finance, arms and human trafficking, white collar crime, and compliance-related investigations. Statutory and Regulatory Expertise – Clear understanding of statutory and regulatory frameworks governing Federal law enforcement investigations, enforcement, and intelligence operations. Results-Driven Business Development Outcomes – A track record of aggressively identifying and successfully closing high-value opportunities that drive mission success for Federal law enforcement agencies. Formulating and executing strategy, pipeline development, and other activities to win new business. Ensuring that Akima is viewed as a key partner across multiple markets and helping position Akima favorably in the eyes of both the customer and teaming partners. Owning the development and execution of an account strategy and pipeline while making recommendations for modifications, when necessary. Developing and delivering on a pipeline of opportunities that align with EMG’s growth market of IT Solutions and technology solutions, including DevSecOps, cloud engineering, cyber, AI, and data analytics. Overseeing the development and execution of customer call plans for opportunities, assessing the competitive landscape, and applying knowledge of leading competitors to foster the development and implementation of an effective and differentiated win strategy. Aiding in the negotiation of teaming agreements, contracts, and proposal development. Developing and briefing bid/no-bid recommendations, pursuit and capture strategies for new business opportunities and associated business cases for advancing opportunities that will grow the business base. Managing responses to Government market research inquiries (e.g. RFIs, Sources Sought Notices, etc.), attending industry events and participating in thought leadership initiatives. Shaping acquisition strategies by leveraging client relationships, company capabilities and experience, white papers, partners, and contracting vehicles. Delivering presentations and communicating to internal and external audiences. Supporting the Capture Manager for large strategic bids ($50M to $200M+ in Total Contract Value) including the development of solutions and win strategies; developing and executing capture plans based on established internal processes and tools; and advancement of proposal readiness.
Qualifications Bachelor’s degree required; an advanced degree is highly desired. A minimum 10 years of progressive experience in Federal Government business development and capture management; experience serving in Federal Law Enforcement desired. Demonstrated working knowledge of Federal Government acquisition regulations, policies, and contract vehicles. Proven success in winning new business opportunities with key Federal Law Enforcement agencies. Achievements must include at least three relevant IT, technology solution, or mission support contract wins, each with a minimum total contract value of $50M, over the last three years. Knowledge of Government contracting, current IT acquisition trends, and customer buying behaviors. Ability to lead interdisciplinary teams with varying levels of experience. Knowledge of competitors and the ability to model competitor behaviors in the market. Ability to present and communicate effectively at senior levels. Problem solving & decision making. Ability to manage multiple priorities in a fast-paced environment. Ability to manage customer relationships to maximize business opportunities. Ability to travel as business dictates. This Hybrid position requires that you live within commuting distance from Herndon, VA.
