(A-E Steps) Drug & Alcohol Counselor I $21.97 - $26.70 Hourly / $1,757.60 - $2,136.00 Biweekly Drug & Alcohol Counselor II $24.25 - $29.47 Hourly / $1,940.00 - $2,357.60 Biweekly Bilingual Incentive!
Bilingual Incentive Pay is +7.5% above the Drug & Alcohol I or Drug & Alcohol II base salary.
About the Position: Provides drug and alcohol counseling, case management services, and support to groups and individuals. Develops and implements education and prevention programming.
About the Division: The Tehama County Health Services Agency Substance Use Recovery Center is committed to a health community using education, prevention, intervention, and treatment, as well as the delivery of culturally competent, cost effective services through an integrated service delivery system using collaborative partnerships.
Examples of Duties
Conducts initial screenings of potential clients; gathers and assesses relevant background information; manages client waiting lists; Evaluates the severity of client problems and determines the appropriate level of care; formulates treatment and discharge plans; Provides drug and alcohol counseling and crisis intervention services to individuals, families, and groups; manages the more difficult cases as assigned, including dual and multi-diagnosed disorders (i.e. mental illness, HIV, or other acute/chronic medical conditions). Bilingual Candidates:
Translates, interprets and otherwise communicates with members of the Spanish speaking community.

Education, Experience & Licenses
Any combination of training and experience which would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be: • Equivalent to completion of a drug and alcohol addiction studies program as part of two (2) years of formal education beyond high school in psychology, sociology, or related field. • Five (5) years of experience is preferred.
Other combinations of education and experience may be considered.
License & Special Requirements
: • Requires a valid California driver's license. • Must complete periodic continuing education coursework as required to maintain active certification. • Must possess, or be willing to obtain, national provider identifier (NPI).
Drug & Alcohol Counselor I
- requires registration to obtain a State of California certification as a Drug/Alcohol Counselor within six months of date of hire. Also requires possession of a valid State of California certification as a Drug/Alcohol Counselor within five years of date of registration. Failure to obtain certification as outlined will result in the incumbent becoming disqualified for further employment as a Drug/Alcohol Counselor I.
Drug & Alcohol Counselor II -
requires possession of a valid California Drug/Alcohol Counselor Certification. BILINGUAL CANDIDATES: • Must pass a Merit Systems Services written and/or oral bilingual proficiency test (or other appropriate test selected by the County) to qualify. Recruitment Information The department currently is recruiting to fill one (1) vacancy.
In addition, Tehama County is establishing an eligibility list to fill future vacancies for a Drug & Alcohol Counselor I/II, as well as subsequent vacancies which occur during the life of the eligibility list. Testing dates:
April 21, 2025 - April 23, 2025. Testing will be provided via email.
Tentative Interview Dates:

Wednesday, April 30, 2025 from 3:30pm to 5:00pm.
2nd-
Tuesday, May 6 , 2025 from 1:30pm to 3:00pm.

SALARY:
Annual salary step increases based upon satisfactory performance and completion of one year of employment (Step A to E).
HEALTH:
Approximately 80% of the premium for medical, dental, and vision plan is paid by the County (EPO Plan). The plan covers the employee and all eligible dependents at NO ADDITIONAL COST! Employee premiums are $234.54 per month as of January 1, 2025 for employee and all eligible dependents.
PAID LEAVES:
Benefits also include an annual paid leave plan of
96 hours of vacation (increases upon continuous years of service) 96 hours of sick leave 14 paid holidays plus one 8 hour personal holiday
LIFE INSURANCE:
Approximately 80% of the premium for a $30,000 life insurance plan for the employee is paid for by the County.
RETIREMENT:
A retirement plan through CalPERS.
CalPERS Formulas:
Classic member = 2% @ 55 New Member = 2% @ 62
A Deferred Compensation retirement plan option with a County match of up to a maximum of $60 per month.
