In accordance with the Agreement between the Organization of School Administrators and Supervisors (OSAS) and the Board of Education of the School District of the City of Detroit, the following vacancy is announced.
Position Summary
The Exceptional Student Education (ESE) Program Supervisor, under the direction of the Senior Director of Information Systems Management, is responsible for coordinating, monitoring, and evaluating the full continuum of ESE services across all educational levels. In collaboration with District and community stakeholders, the ESE Program Supervisor ensures that students with exceptionalities are placed in the least restrictive environment (LRE) and receive appropriate services in accordance with the Free Appropriate Public Education (FAPE) mandate. The Supervisor also serves as a liaison between families and schools to support ESE program placements and compliance. Additionally, this role oversees the operations of PowerSchool Special Programs and Medicaid service documentation and reporting. This position does not Supervise academic programming or evaluate instructional positions and does not require an administrator certification.
Minimum Qualifications
Master’s degree or higher in Education or a field related to special education Valid endorsement in at least one area of special education from the Michigan Department of Education (strongly preferred) Minimum of five (5) years of successful certified teaching experience in special education, or special education field Comprehensive knowledge of the Michigan Administrative Rules for Special Education (MARSE), including their application to the development, implementation, and monitoring of ESE programs, services, procedures, and processes Excellent verbal and written communication skills Proficient in basic computer operations and web-based systems Demonstrated leadership skills in prior professional roles Experience working in urban school systems strongly preferred
Essential Functions
Serves as a resource for district staff, families, and students. Engage with parents of students with exceptionalities to define and implement services that address the unique needs of eligible students. Participates in the design and coordination of professional development activities to equip staff with knowledge and skills essential for special education programs. Aligns specialized instruction and assessment with district curriculum standards. Assists with the recruitment, recommendation, and assignment of teachers and support staff. Prepares written documents in response to inquiries and for the purpose of conveying essential information. Maintains accurate student and program data to support the development, presentation, and management of program budgets. Manages and interprets data to identify trends, support decision-making, and inform program improvements. Collaborates with district personnel to develop and deliver parent and community training sessions that promote supportive relationships and improve outcomes for students with disabilities. Participates in ongoing professional growth to remain current with research-based best practices. Assists with the investigation, resolution, and implementation of corrective actions related to complaints, due process hearings, and compliance monitoring. Provides consultation to the ESE Leadership Team, principals, and other stakeholders regarding program operations. Participates in weekly/monthly working sessions with PowerSchool support to evaluate and enhance system functionality and form design. Provides systems-based support to designated Cohort ESE Lead Administrators and Supervisors. Monitor and expedite school-to-school, initial, and out-of-district ESE enrollments. Offers daily one-on-one support to ESE teachers, support staff, and administrators on navigating PowerSchool Special Programs. Develops resource tools based on identified needs for ESE teachers, administrators, and support staff. Monitors and processes transfers of students with disabilities (SEE placements). Updates and develops interdepartmental resources in both the Hub and PowerSchool Special Programs platforms. Oversees placement processes related to annual promotions and retentions of students with exceptionalities. Participates in regular working sessions (weekly, monthly, and quarterly) with DPSCD Student Information Systems (SIS) and the Enrollment Department to streamline and improve district-wide enrollment and General Collection processes. Manually updates staff and student ESE profiles and records in the PowerSchool Special Programs system. Develops and updates standard operating procedures to ensure alignment with state and federal mandates. Supports state-mandated requests related to Medicaid compliance. Performs other duties as assigned by the supervisor or designee.
