The Department of Natural Resources (DNR) has an exciting opportunity within our Aquatic Resources division as a Budget Analyst 3 . This position serves as the senior budget analyst and financial management specialist within the Budget and Business Administration unit as part of the Aquatic Resources Division.
Responsibilities:
- Monitors performance against approved spending plans and appropriate expenditure of funds and prepares a monthly report for all programs and districts within the Aquatic Resources division.
- Prepares variance and status reports on a monthly/quarterly basis.
- Assists program managers in calculating fiscal impacts for fiscal notes or program operations.
- Monitor budget and financial control procedures for compliance with established policies.
- Coordinate external vendor invoicing for accounts payable and receivable within the Aquatic Resources Division.
- Conducts detailed, complex long-range budget and expenditure analysis.
- Prepares complex expenditure forecasts for long-range budget planning.
- Examine expenditures and project necessary funding for the end of the fiscal year and biennial closeouts.
- Work with the Budget and Business Administration ADM to ensure funds are adequate and within each program's spending plan.
- Maintain an ongoing revenue tracking file on a monthly basis that includes revenue from each use type and district for each fiscal year.
- Monitor, report, and advise on division grant activities for compliance within established budget/fiscal procedures and prepare reports for federal grant applications.
- Support division's legislative bill and fiscal note development.
Required Qualifications:
- Bachelor?s degree in accounting, auditing, budgeting, or a related field AND three years of relevant experience;
OR an equivalent combination of education and/or experience. - Experience using MS Office, including Word, PowerPoint, and Excel to create, modify, print, and format spreadsheets.
- Experience working with state and federal policies and procedures.
- Knowledge of:
- Principles and practices of governmental budget administration,
- Budget allotment process and procedures,
- State and Federal Grant Administration guidelines,
- Generally Accepted Accounting Principles (GAAP),
- Estimating and projection techniques for fiscal and staff resources, projects, and proposals.

- Work is in an office setting with open cubicles and some shared office space. The duty station is in Olympia on the 3rd floor of the Natural Resources Building.
- Minimal in-state travel may be required to attend meetings at District offices and other locations to provide support. Travel will rarely include overnight stays, however may require a longer workday.
- A master?s degree in a financial-related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant can be substituted for some but not all professional experience.
- Knowledge of the state budget process, including biennial appropriate proposals; developing and building a state budget request; principles and procedures of governmental accounting and budgeting; and an understanding of accounting systems design.
- Experience effectively working independently under general supervision.
- Experience effectively applying and adapting established accounting methods to a variety of payable and accounting transactions.
- Experience effectively analyzing, monitoring, and evaluating accounting activities.
- Experience in natural resource management business practices and familiarity with Aquatic Resource management operations.
- Experience writing and reviewing legislation analysis and fiscal notes.
