Job Summary:
The City Accounting Manager is responsible for overseeing the financial operations of the city's accounting functions, ensuring the accurate and timely processing of financial transactions, reporting, and compliance with all governmental accounting standards. This role is key to ensuring the citys financial health and transparency by leading the accounting team, managing financial reporting, and maintaining compliance with local, state, and federal regulations.
Key Responsibilities:
- Supervise and Lead the Accounting Team:
- Manage and lead a team of accountants, clerks, and support staff in processing financial transactions and maintaining accurate records.
- Assign tasks, review work, and provide training and guidance to team members to ensure compliance and accuracy.
- Financial Reporting and Analysis:
- Oversee the preparation of financial statements, including balance sheets, income statements, and cash flow reports, for internal and external reporting.
- Provide detailed financial analysis and reports to the Finance Director and other city departments.
- Budgeting
- Work with department heads to ensure the alignment of department budgets with city financial policies and priorities.
- Internal Controls and Compliance:
- Ensure adherence to all local, state, and federal financial regulations, including those governing public funds.
- Maintain strong internal controls to safeguard the citys assets and minimize the risk of fraud or mismanagement.
- Support the citys audit process by providing necessary documentation and ensuring compliance with auditing standards.
- Accounting and Financial Systems Management:
- Oversee the citys accounting systems, ensuring they are accurate, efficient, and up to date.
- Work to streamline accounting processes, improve financial reporting systems, and identify opportunities for automation and cost savings.
- Month-End and Year-End Close:
- Prepare adjusting entries and ensure financial statements reflect a true and accurate picture of the citys financial position.
- Coordination with External Auditors:
- Coordinate with external auditors during the annual audit process, providing necessary financial documents and answering any audit-related questions.
- Implement audit recommendations to improve the city's financial processes.
- Policy Development and Improvement:
- Develop, recommend, and implement financial policies and procedures that comply with applicable laws, regulations, and best practices.
- Continuously evaluate and improve the efficiency and effectiveness of accounting functions.
Qualifications:
- Education:
- Bachelors degree in Accounting, Finance, or a related field (required).
- Experience:
- 5 years of experience in accounting or finance is preferred but not required.
- Skills:
- Strong understanding of governmental accounting, financial reporting, and budgeting.
- Proficiency in accounting software and Microsoft Excel.
- Excellent leadership, organizational, and interpersonal skills.
- Ability to manage multiple priorities and meet tight deadlines.
