Job SummaryThe Office of Administrative Hearings (OAH) is seeking to hire a Human Resources Supervisor 4. OAH is the largest of three Executive Branch Courts with over sixty full-time equivalents located in St. Paul and Duluth. OAH has exclusive, trial-level jurisdiction over 200 unique areas of administrative law and workers’ compensation.
Core responsibilities:
Full service human resources management including staffing, recruitment, classification, and compensation.
Supervision / staff development.
Subject matter expert in Affirmative Action, Equal Employment Opportunity, American’s Disability Act, Family Medical Leave, and Workers’ Compensation.
Responsible for policy development, strategic staffing plan, and provide strategic planning and consultation to agency executive leadership.
QualificationsMinimum QualificationsFour (4) years of full-time equivalent professional level Human Resources work. A Bachelor’s degree in Human Resources, Industrial Psychology, Organizational Management, or other closely related field as determined by the agency may substitute one (1) year of experience.
Leadership experience, which can include experience as a supervisor, lead worker, team lead, project lead OR completion of a State of Minnesota leadership program such as Emerging Leaders Institute.
Knowledge of and experience with human resource computer systems sufficient to assign, direct, guide, and oversee the work of staff in employee / position transaction processing.
Implementing diversity and inclusion best practices to meet affirmative action goals.
Experience administering personnel laws, rules, administrative procedures, collective bargaining agreement / plan provisions, and the ability to interpret and apply them appropriately.
Strong interpersonal and human relation skills sufficient to maintain effective working relationships with executive leadership team, employees at all levels, internal and external stakeholders.
Must be able to obtain and maintain full delegation of authority for the agency.
Physical RequirementsExerting up to 10 pounds of force occasionally and/or a small amount of force to occasionally to move and/or transport objects.
