Job SummaryThe Assistant Division Director of the Division of Ecological and Water Resources will provide recommendations for division-wide strategic planning and monitor performance measures. They will coordinate strategic budget recommendations, planning and oversee implementation; develop, recommend, and coordinate budgetary and policy legislative proposals; recommend and oversee policy and regulatory tools and communications to resolve controversial, sensitive, or complex issues; and coordinate related activities within the agency and with other state, regional, federal and local agencies. They will supervise the division’s Strategic Information Systems (SIS) section manager. Duties performed involve significant discretion and contribute to the development and implementation of division policy. Responsibilities include:

Lead strategic planning efforts for the Division by recommending plan changes, monitoring the measures and overseeing the goal teams.

Serve as the Division’s legislative authority providing recommendations and advice to division leadership, ensuring program and fiscal implications of plans are considered in the legislative process and reflected in proposals. Coordinate planning process, documentation, and stakeholder engagement.

Recommend budgeting strategies, oversee implementation of budget changes and provide guidance to ensure fiscal implications are considered in decision-making.

Lead critical initiatives and regulatory issues by providing direction to staff, managing communications, coordinating with other governmental entities and any regulated parties.

QualificationsMinimum Qualifications

5 years of professional experience working in public policy, natural resources or environmental program management, or regulatory work.

3 years of leadership experience as a lead worker, program manager, or supervisor.

Professional experience managing budgets or developing and/or overseeing fiscal policies and procedures for an organization or department.

Experience managing and resolving complex natural resource or environmental issues.

Technical knowledge of natural resource or environmental issues, services and programs.

Knowledge of legislative processes and procedures sufficient to develop and recommend budget and policy proposals, meet with legislators and to testify at committee hearings.

Analytical skills sufficient to conduct public policy and programs analysis, management analysis and fiscal analysis to address complex policy and program issues.

Excellent writing and communication skills sufficient to write presentations, letters, technical reports, briefings, policy statements and budget documents for a variety of audiences.

Human relations skills sufficient to negotiate, mediate, facilitate and build consensus with diverse stakeholder groups, legislators, and agencies.

Ability to identify and incorporate perspectives from different cultural and community stakeholder groups in the development of policy.

Preferred Qualifications

Degree in public policy, natural resources, environmental studies, or related degree.

1 year of professional experience supervising at least 2 direct reports.

Knowledge of state budget systems and fiscal laws, policies, and processes.

Experience in strategic planning.

Additional RequirementsThis position requires an unrestricted Class D Driver’s license with a clear driving record.
