PURPOSE:

The Procurement Manager is responsible for sourcing and procuring raw materials from vendors needed to fulfill customer orders. Maintains and performs vendor selection, price negotiation, and inventory level adjustments as needed in order to support multiple sites. Always striving for excellence while meeting performance expectations with minimal errors or defects by focusing on continuous improvement and consistent work practices in order to ensure customer satisfaction and ICT quality standards.

DUTIES/RESPONSIBILITIES:

Strive for excellence in all work by focusing on continuous improvement, consistent work practices, and working with other co-workers for the betterment of the company while doing everything well with minimal errors or defects to ensure customer satisfaction and quality standards.

Work directly with ICT’s R&D team to identify reliable and quality sources for new raw materials.

Use ERP (Enterprise Resource Planning) system to place new orders, confirm existing orders, follow-up and reschedule orders as needed to optimize inventory levels in order to meet customer demands and quality requirements.

Maintain accurate pricing and lead-time for each raw material based upon available price breaks, contracts, date, and vendor.

Resolve material shortages in the most cost-efficient and timely manner possible.

Work directly with Quality, Production, and Shipping/Receiving departments to oversee and coordinate returns of defective materials, unapproved material, or other non-conformance issues for raw materials.

Confer with staff, users, and vendors to discuss defective or unacceptable goods and/or services in order to find resolution and to determine appropriate corrective action.

Work to reduce pricing of existing materials through negotiation, vendor selection, or consolidation while always striving for top quality materials.

Determine lowest received cost for materials with regards to shipping, packaging, storage, and cash flow.

Work with Quality department on maintaining approved supplier list.

Gather and provide information as needed for compliance concerning Restrictions of Hazardous Substances, conflict materials, and other initiatives determined by customer or governmental agencies.

Remain informed and abreast of issues, and/or trends around the world that may impact materials used by our company and customers; proactively communicate any concerns with Senior Leadership.

Remain updated and informed of any supply and demand laws or regulation changes that may impact the organization by monitoring market conditions, price trends, and future markets through industry periodicals, trade journals, and/or trade organizations.

All other duties as assigned based on the needs of the business.

JOB REQUIREMENTS:

Bachelors Degree in Chemistry, Chemical Engineering, Business, Finance, or Accounting;

5 to 10 years related experience in a manufacturing environment; or equivalent combination of education and experience.

Ability to understand and discuss chemical compositions with R&D chemists and applicable vendors.

Ability to organize and prioritize tasks in order to meet deadlines.

Ability to multitask in a fast-paced and changing environment while exercising attention to detail.

Ability to apply understanding to carry out instructions furnished in written, oral or diagram form, including, but not limited to general safety rules, operating instructions, and procedure manuals.

Ability to work well with limited supervision and achieve goals.

Self-motivated with strong drive and initiative.

Excellent written and verbal communication skills with the ability to speak with all levels of personnel and vendors.

Strong proven negotiation skills.

Proficiency with Microsoft Office, Word, Excel, Access, and email.

Strong knowledge and experience purchasing and sourcing raw materials in a manufacturing environment, including the use of manufacturing software systems (ERP).

General office duties, working in a manufacturing environment where temperatures may vary.

Must have basic computer skills and the ability to navigate through multiple screens effectively.

Intermediate math skills, ability to add, subtract, multiply, divide units of measure, using whole numbers, common fractions, compute ratio, rate, percentages, draw and interpret basic bar graphs.

Must be able to handle pressure and think clearly in all situations.

Must have initiative and the ability to work in a team environment.

PREFERRED:

Chemist, Engineer, or Technical background in chemicals highly preferred.

Purchasing and Sourcing experience in a chemical industry environment.

Chempax, SAP, or JDE software experience.

Active member of a professional organization related to purchasing, procurement, supply chain, etc. US Commodities, American Purchasing Society, ISM.

CPP (Certified Purchasing Professional) or CPPM (Certified Professional Purchasing Manager) Certification.

EXTERNAL WORKING RELATIONSHIPS:

Manage supplier and vendor relations and contract compliance while maintaining highest code of ethics and conduct.

INTERNAL WORKING RELATIONSHIPS:

Primary interaction with Production, QA, R&D, and Shipping/Receiving departments.

Occasional interaction with other departments, including but not limited to Engineering, IT, Finance, HR, etc.

PHYSICAL DEMANDS/EQUIPMENT USE:

Regular sitting and use of general office equipment, computer keyboard, printer, copier.

Occasional standing.

Use of PPE when in the manufacturing facility.

WORKING CONDITIONS:

General office environment.

Occasional warehouse environment, with moderate to loud noise levels, some areas require PPE use.
