This position will perform as a fully proficient Construction Area Engineer representing the District Engineer and Assistant District Engineer-Construction in administrating and managing the highway construction program and personnel in SHA's District 3. The Area Engineer will manage and coordinate work assignments for approximately 75-100 staff for the Office of Construction, consultant engineers, and engineering technicians. The Area Engineer will perform this duty from the project planning phase through the design phase, the construction phase, and finally, through project closeout.This position is responsible for the following: review and approval of staff's time, leave, and expenses; coach, mentor, and recommend training for staff; resolve personnel conflicts between team members and contractor's personnel; assist with the development of policies and procedures relating to district inspection staff; coordinate resolutions with numerous internal and external entities and agencies; ensure specification compliance on construction projects and compliance with federally mandated programs and requirements; respond to written correspondence with decisions based on Maryland Specifications, laws, and regulations as appropriate; participate in various contractual meetings; review and approve type A and B project schedules; monitor contract costs and material clearance; project site investigations and reviews during construction; participate in preliminary investigations and final reviews for upcoming projects; negotiate and make decisions and recommendations with contractors on requests for equitable adjustments, change orders, and claims. The Area Engineer will also conduct pre-construction meetings, investigate and respond to citizen and elected officials' complaints and issues, and may testify as an expert witness on behalf of SHA for construction issues and conduct final inspections for the acceptance of completed projects.MDOT offers a generous and competitive benefits package. .MINIMUM QUALIFICATIONS:Education : Possession of a bachelor's degree in engineering from an accredited college or university.Experience : Eight (8) years of experience in professional engineering, including one (1) year of supervisory or consultant management experience.Selective Qualification:
