Under the direction of the Director, the Utilities Manager plans, organizes, administers, and supervises utility operations. The Manager is responsible for assisting in the management of water plant operations, water production, water distribution systems, sewer treatment plant operations, lift station operations, and sewer collection. This includes overseeing regular and preventative maintenance, as well as emergency repairs for these systems. In this role, the Manager acts as the crew leader, managing a team of employees, and assigning daily tasks for water and wastewater operations and metering activities.ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities may include, but are not limited to, the following:Oversees assigned services and activities, including public works projects, capital projects, and special project support and management.Develops and implements an Asset Management Program, including asset management for replacement, preventive, and predictive maintenance.Reviews and manages utility construction project plans, specifications, and contracts from start to completion.Ensures compliance with state regulations and monitors water chemistry, conducting reviews of sampling lab contracts.Collaborates with the Public Works and IT Departments to ensure the City's GIS system accurately reflects the City's utility infrastructure.Assists in tracking impact and capital recovery fees and performs occasional audits to ensure accuracy.Supervises and manages a team of up to 5 employees.Works with utility operation staff, consultants, engineering teams, specialized system contractors, and federal, state, and local entities.Maintain regular and consistent attendance during assigned work hours.This position is essential during natural or manmade disasters and catastrophic events. The role may require providing services or performing tasks that ensure public safety and the continuity of City operations, which could differ from the regular duties of the position.Physical Demands And Working Environment

The employee is occasionally required to stand; reach; climb or balance; stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. This position requires constant operation and use of computer, phone, and other office equipment. May be subject to repetitive motion, such as typing, data entry, and vision to monitor. The employee may be exposed to outside weather conditions. The noise level in the work environment is usually moderate.Education, Training and Experience Guidelines:

Work requires an associate’s degree, with a bachelor’s degree preferred. The position also requires 4-6 years of related experience, including 1-4 years of direct supervisory experience (training and coaching, preparing evaluations, assigning work, and being responsible for the work of employees you supervise) or any equivalent combination of accepted education and experience that would provide the following:Knowledge/Skills/Abilities:

Knowledge of:Public works and capital project management, including planning, implementation, and oversight.Asset management principles and practices, including replacement, preventive, and predictive maintenance.Utility infrastructure and the City’s GIS system.Relevant plans, specifications, and contracts for utility construction projects.Impact and capital recovery fees and audit processes.State regulations and industry standards governing water quality and utility operations.Skills in:Supervising and managing a team of employees, including training, scheduling, and performance evaluation.Project management from inception to completion, including coordinating with various stakeholders such as consultants, engineering teams, and contractors.Monitoring and interpreting water chemistry data to ensure compliance with environmental regulations.Reviewing and interpreting plans, specifications, and contracts.Effective communication and collaboration with utility operation staff, consultants, specialized system contractors, and federal, state, and local entities.Ability to:Develop and implement comprehensive asset management programs.Ensure the accuracy and functionality of the City’s GIS system related to utility infrastructure.Track and audit financial aspects related to impact and capital recovery fees.Review and evaluate sampling lab contracts, ensuring adherence to contractual and regulatory requirements.Maintain regular and consistent attendance during assigned work hours.Provide essential services during natural or manmade disasters and catastrophic events, ensuring public safety and continuity of City operations, which may include tasks beyond regular duties.LICENSE, CERTIFICATIONS, AND OTHER REQUIREMENTS:

Certified Class C Water/Wastewater certification required, or the ability to obtain within one year of hire.Must pass a pre-employment drug screen, criminal background, physical agility exam, and MVR check.Valid State of Texas Driver’s License.
