Open Until FilledThe Procurement Analyst III performs purchasing duties according to prescribed policies, procedures, and/or defined instructions in a cost-effective, ethical, efficient, timely, professional manner within a customer-service oriented environment. Responsible for conducting purchasing negotiations; purchases from common and custom goods and services, to complex, difficult and highly technical transactions valued at $50,000 or less in response to campus needs. Incumbent will also transact orders valued well over $50,000 in coordination with or under the general direction of the C.P.O., Procurement Manager, or Buyer Supervisor. Purchases include a broad spectrum of materials, supplies, equipment, and services across many commodity areas. Primary commodity emphasis for this position at this time (subject to change) is for medical, research, and IT hardware equipment, and other commodities as assigned.Requirements:Educational RequirementsBachelor's degree in related area and/or equivalent experience/training. RequiredExperience Requirements4 - 7 years of related experience. RequiredExperience engaged in administration of a procurement card program at a department or organization level. PreferredCertification RequirementsProfessional certification. PreferredSpecial ConditionsOccasional travel for university-related business meetings, conferences and/or professional development. RequiredHired candidate must successfully pass a background check prior to appointment start date. RequiredTravel during, and outside normal business hours. RequiredMinimum RequirementsAnalytical skills necessary to evaluate the quality and cost-effectiveness of multiple and complex purchasing options.Ability to communicate effectively in writing and verbally.Ability to read and interpret terms and conditions of contracts.Strong level of proficiency in the use of standard spreadsheet and word processing software.Strong collaboration skills.Thorough knowledge of organizational processes, protocols, and procedures.Ability to multi-task with demanding timeframes. Demonstrated skill in being responsive and attentive to timelines.Strong analytical/problem-solving skills.Strong negotiating skills.Full knowledge of the purchasing function.Preferred QualificationsStrong skills in the use of ERP/financial systems (such as Oracle, PeopleSoft, SAP, Banner, etc.).Knowledge of organization's departments and operations required in order to meet their procurement needs.Familiar with the UC Small Business First Program.Familiar with promoting and reporting on small and diverse business enterprises, and the various related resources used for qualifying a business as small or diverse.Knowledge of UC procurement policies, the organization's departments and operations, and Federal Acquisition Regulations.Procurement experience in a Higher Ed, or Public Purchasing organization.Ability to perform cost analysis and planning for major commodities.Additional Information:
