Job Title: CCWIS Product Owner (MA5) Internal Only Location: Olympia, WA (Remote Optional) This is a project position funded through December 2029 (Internal Only) Closes: September 29th, 2024 Salary: $6,227.00 - $8,377.00 The Comprehensive Child Welfare Information System (CCWIS) is a multi-biennium IT modernization effort. The CCWIS Product Owner strategically focuses on agency priorities to ensure the development, implementation, and support of CCWIS for DCYF. The primary focus of this position is product management, implementation, and support for business teams to ensure development of agency-wide priorities. The Opportunity: This position manages the process of developing, distributing, and maintaining the CCWIS through a deep understanding of program need, business process, policy, and the agile development process. This position is inherently cross-functional in responsibility for supporting the agency vision and goals to create system alignment that meets business and agency objectives. Some of what you will get to do: Develop and execute product strategy, meeting larger agency goals. Lead the prioritization for all work, scheduled and emergent, and work closely with business teams across the agency to ensure decision-making is complete. Make recommendations of features to improve data access, data-informed decisions, and end-user experience. Act as a point of contact between stakeholders and the project team regarding development feedback and direction. Develop and maintain a strong, reliable working relationship with colleagues to advance the work of an interconnected professional development framework for DCYF. Inform and guide the IT development team, setting goals, establishing priorities, and informing IT development for continued progress toward program and agency goals. Work with the IT team to ensure a collective understanding of the work, collaborate with the IT project manager for CCWIS, and adjust process and communication as needed. Have the responsibility and the authority to approve the development work and decide whether it meets the acceptance criteria. Be responsible for product development within the boundaries of the sprint, steering the team based on business needs. Required Qualifications: Associate Degree in public policy, social services, business administration, education, or early childhood education with experience in business administration. AND Seven (7) or more years of experience developing and managing projects, implementing programs, and data analysis. OR Bachelors degree or higher in public policy, social services, business administration, education, or early childhood education with experience in business administration. AND Five (5) or more years of experience developing and managing projects, implementing programs, and data analysis. Equivalent combination of education and experience totaling nine years developing and managing projects, implementing programs, and data analysis. Preferred/Desired Qualifications: Experience writing policy standards, procedures, and contracts. Experience coordinating and managing multiple projects and deadlines concurrently and demonstrating resilience to workplace demands. Experience working collaboratively with a team, and ability to adapt and integrate changing needs, responsibilities, policies, and procedures. Experience writing procedures, handbooks, and general communication documents, and organize, prioritize, and complete multiple projects with accuracy.
