Position Summary:The Assistant Director of Environmental, Health and Safety (EHS) applies innovative and strategic leadership to the delivery of environmental, health and safety services at Detroit Public Schools Community District. Reporting to the Deputy Executive Director of Facilities, EHS is responsible for maintaining safe environments by assuring that district activities are conducted in compliance with applicable environmental, health and safety policies, regulations and laws through the development, implementation and monitoring of preventive control strategies and initiatives.

The incumbent selected for this role must have a strong background within environmental compliance.

EHS facilitates the resolution and timely response to safety/environmental concerns and serves as an advocate by implementing and enforcing policies and procedures that provide for safe and healthy living, learning, and working environments, environmental stewardship and effective EHS compliance for all district constituents.

This position will provide oversight and administration of the following district services:

Environmental Testing

Hazardous Materials Removal

Solid Waste Removal

Elevator Maintenance

Pest Management

Wildlife Removal

Early Childhood/PreK Certification & Licensing

Charter School Inspections

Swimming pools

Indoor Air Quality (IAQ) Compliance

Due Care Inspections

The Assistant Director of Environmental Health & Safety must have the skills required to interact with the public, particularly when investigating complaints and recommending corrective action.

Minimum QualificationsEducation:

Bachelor's degree in industrial hygiene, chemistry, environmental health, chemical engineering or a related physical and biological science field with some advanced coursework in hazardous waste area from an accredited university. A master's degree is preferred.

Experience:

Candidates must possess a minimum of eight (8) years of investigative field experience in hazardous waste, environmental health or industrial hygiene area. Candidate must have asbestos certification. Stormwater management certification preferred.

Essential FunctionsUnder the direction of the Deputy Executive Director Facilities, the Assistant Director of Environmental Health & Safety will:

Develop organizational plans to improve the department’s effectiveness through talent development, performance management, and leadership training.

Review asbestos abatement/demolition notifications prior to submission to state regulatory agencies.

Attend meetings with contractors, construction management personnel, school personnel/officials, school board members, and/or community groups.

Develop technical design specifications for asbestos abatement contracts.

Review contractor invoices and recommend for approval for payment.

Perform bid coordination, administration, and contractor pre-qualifications.

Develop “Scope of Services” for request for proposal and/or qualifications (RFP and/or RFQ) as required.

Prepare weekly status reports of asbestos abatement and department activities for review by the Deputy Executive Director or Assistant Superintendent.

As requested by DPS employees preparing to perform work on building materials, provide information about which materials in a particular worksite contain asbestos.

Lead administration and enforcement of various federal, state, local and other industry recognized safety and environmental standards, rules and regulations.

Direct EHS staff as required to investigate complaints and prepare reports regarding air contaminants, chemical, biological and physical hazards.

Ensure District compliance with all applicable OSHA, EPA (AHERA), MDEQ, and MDCIS guidelines and regulations.

Ensure that all OSHA/MIOSHA and EPA/DEQ recordkeeping and reporting requirements are met.

Ensure that all activities which could result in the disturbance of ACM or BACM be conducted in accordance with the District Operations and Maintenance Program.

Ensure that no activities except Class III activities as defined in the O & M plan are carried out by outside licensed abatement contractors.

Become the “Designated Person” as defined by EPA for the District.

Ensure that appropriate work practices are implemented to protect workers, building occupants, and to limit the spread of airborne asbestos fibers.

Ensure that procedures for evaluating the completion of the O & M plan are implemented.

Ensure that all records for each O & M activity are appropriately inserted or filed in accordance with AHERA record keeping guidelines.

Establish and maintain asbestos related work order database to ensure a timely response to asbestos related work orders.

Maintain accreditation as an Asbestos Program Supervisor.

Keeps abreast with new ideas and techniques in the environmental, health and safety field by participating in training meetings, attending seminars and reading governmental and professional publications.

Perform other related duties and responsibilities as assigned.

Security ClearanceInternal Applicants:

If you are a current Detroit Public Schools Community District employee, you do not have to submit to a new security clearance, unless your new role requires a different type of criminal background check.
