October 10, 2024Under immediate supervision, processes crime scenes; collects and identifies fingerprints; prepares reports on findings; and performs related work as required.The Crime Scene Specialist classification series is responsible for identifying, photographing, videotaping, and collecting evidence of crimes; mapping crime scenes; finding and lifting latent prints; collecting surveillance camera footage; attending and documenting autopsies; determining bullet trajectories, analyzing blood spatter, preparing reports of findings, and testifying in court regarding evidence processing.Crime Scene Specialist I, reporting to the Supervising Crime Scene Specialist, is the entry-level classification in the Crime Scene Specialist series. Assignments are subject to close supervision and review while in progress and upon completion. Crime Scene Specialist I differs from the Crime Scene Specialist II classification in that incumbents at the II level are fully trained, and expected to perform assignments with minimal supervision and review and have a greater scope of responsibility and latitude of judgment.DutiesConducts crime scene investigations, including searching for, collecting, identifying, documenting, and packaging physical evidence.Photographs and records video of crime scenes, evidence, suspects, victims, latent prints, and shoe and tire imprints.Maps, measures, and models crime scenes using manual and digital measuring and scanning tools.Lifts latent fingerprints at crime scenes and in the crime scene unit laboratory using various chemicals and processes.Searches vehicles for latent fingerprints, bodily fluids, and other types of evidence.Collects, classifies, files, searches, and compares fingerprints. Matches fingerprints found on evidence to those in local and national fingerprint databases and to individuals related to the crime scene.Collects, converts, and enhances surveillance video.Attends autopsies to take photographs and collect evidence.Testifies in court regarding evidence analysis, photographic documentation, crime scene processing, and fingerprint comparison.Restores obliterated serial numbers.Receives training in the processing of crime scenes.Knowledge, Skills, and AbilitiesKnowledge of:Basic principles and practices of crime scene processing;Basic principles of record keeping, case file maintenance, and report writing;Standard office applications including computer software such as Microsoft Office;Proper English usage, grammar, spelling and punctuation;Basic mathematics and statistics.Skills/Abilities to:Learn federal, state, and local laws, ordinances, rules and regulations governing crime scene processing and fingerprint identification;Understand, interpret, and apply department policies, rules, regulations and procedures;Function in various and difficult field environments, laboratory environments, and enclosed spaces that may house weapons and biological and chemical materials;Exercise keen observation and memory;Communicate effectively, both orally and in writing;Understand and carry out oral and written instructions;Work independently and in a team environment;Effectively multi-task and consistently meet changing and challenging deadlines;Operate a two-way radio, camera, fingerprint kit, crime scene processing equipment, computer, printer, multi-line telephone system, and other office machines;Establish and maintain effective working relationships at all organizational levels and with other agencies and the public;Demonstrate and maintain a high degree of initiative, maturity, integrity, accountability, and good judgment.RequirementsOPTION 1:Education: Possession of a bachelor's degree in Criminology, Administration of Justice, or a closely related field that is acceptable within the United States' accredited college or university system.OPTION 2:Education: Completion of sixty (60) semester units of coursework that is acceptable within the United States' accredited college or university system. At least fifteen (15) of the required semester units must be in Criminology, Administration of Justice, or a closely related field.Experience: Two (2) years of full-time, paid work experience with a criminal justice agency.OPTION 3:Experience: Three (3) years of full-time, paid work experience as an Identification Technician or Property and Evidence Technician with Fresno County.In addition to the options listed above, the following is also required:License: Possession of a valid Class "C" driver's license, or equivalent.NOTE:
