Pay range is $28.135 - $41.475 per hour. The pay rate may be commensurate with education and/or experience within fiscal constraints if approved.

JOB DUTIES

Each year, NDOT relies on important industry partners to deliver Nebraska’s transportation projects. The Agreements Manager forms the backbone of NDOT’s consultant contracting business by performing a wide range of functions to support daily operations and business with other divisions, local public agencies, and our consultant partners.

In this role, you provide excellent customer service to internal and external customers, manage activities within the Agreements Unit, provide leadership and training throughout NDOT on contracting processes and best practices, collaborate with industry partners, and assist in the day-to-day operations at the central hub of NDOT’s professional services contracting efforts.

The Agreements Manager will support the accurate and timely preparation of contracting documents and develop and enforce legal, financial, and policy standards for these documents. This responsibility includes hiring, training, scheduling/assigning work, and monitoring/evaluating performance through regular quality control and quality assurance reviews.

Additionally, the Agreements Manager will be essential to the development and implementation of Department-wide professional service agreement requirements and procedures, in accordance with State statutes and regulations administered by the Federal Highway Administration (FHWA) and other USDOT Administrations.

Other responsibilities may include:

Participate in and/or lead work groups with consultants, NDOT leaders, attorneys, and other government entities to improve agreement products and services.

Provide support to NDOT auditors by reviewing final agreement closeout documentation, approving audit report memos, and communicating audit results to consultants.

Coordinate, direct, or develop training of internal and external customers regarding professional service agreements, specialty agreements, project coordinator responsibilities, and specific compliance requirements.

Prepare reports relevant to consultant contracting and spending activities and coordinate/publish program-related information and documents to NDOT’s website.

Perform other duties as assigned.

Requirements / Qualifications:

Minimum Qualifications:

Two years post high school degree or equivalent coursework/training in public administration, business administration, communications, regional or community planning, social sciences, education, or human rights, and one year of experience in project management, public policy, marketing, and/or planning. Additional years of experience in comparable fields of work listed may substitute for the required education on a year-for-year basis.

Preferred Qualifications:

Experience in contract development and management; aptitude in developing and implementing work policies, processes, and procedures; excellent public communication and conflict resolution skills.

Experience interpreting and writing legal contract language.

Other:

Regular and reliable attendance is required.

KNOWLEDGE / SKILLS / ABILITIES:

Knowledge of the principles and practices of state and federal contracting methods; training and educational methods; the laws, regulations, rules, policies, and other directives governing State and Federal contracting programs and guidance.

Proficiency in using Microsoft Office programs, OnBase, AASHTOWare Project, and Mainframe applications (ACT).

Skills in interacting with consultants, NDOT legal counsel, accounting, and technical staff, and public officials with different viewpoints and interests; providing information and listening to groups and individuals with varying backgrounds and needs by using different approaches. Interpreting project cost estimates.

Ability to work with engineers and other technical staff to generate MOUs and agreements with our public agency partners related to responsibilities and cost-sharing.

Ability to project a professional presence and communicate effectively with others in person and using oral or email correspondence; establish relationships with diverse internal and external partners; interpret written policies, and effectively provide information to the public; review state and federal contracting requirements and policies and make decisions as to the interpretation of policy and regulatory information.
