JOB:Under the direction of the Finance Director, the Purchasing Manager controls the organization's expenditures for goods and services. Maintains goodwill of vendors and ascertains adherence to policy and procedures of goods and services, accepts and delegates responsibility, evaluates and negotiates, uses communication devices, computer software and hardware, and handles public utilities issues. Supervision is exercised over the work of professional or technical employees.

EXAMPLE OF DUTIES:Education:

Graduation from an accredited 4-year college or university in Business Administration, Accounting, or closely related field; Preferred: Master's degree from an accredited college or university in Business Administration (MBA). **10 or more years of Louisiana governmental purchasing experience may substitute for the college degree only.**Certification(s) Preferred:

Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO)License(s) Required:

Valid LA driver's licenseYears Relevant Work Experience:

4 years purchasing experience which includes the purchase of goods for a large-scale company or governmental agency and at least 2 years experience supervising professional or technical staff with responsibility for purchasing supplies, materials, and equipment. Preferred: 8 years or more of purchasing experience including Louisiana specific purchasing experience and 4 years of supervisory experience.Other Job Specifications:Knowledge of: Purchasing methods and procedures and techniques of specification writing to include but not limited to methods and techniques utilized in grading and analyzing the quality of supplies, materials, and equipment; materials, supplies, and equipment typically used in municipal services and the sources of such products; federal, state, and municipal purchasing laws and procedures; public buying procedures bidding requirements for materials & supplies, public works, and services; warehouse, inventory, and supply management; the Uniform Commercial Code.Ability to: Evaluate quality and price of products to judge suitability of goods and alternatives offered and prepare specifications; analyze situations, perform auditing functions, and adopt an effective course of action; quickly learn BREC policies and procedures, operations, and programs; establish and maintain cooperative relationships with departmental representatives and vendors; train, supervise, and direct the work of others.

SUPPLEMENTAL INFORMATION:Full time, 8 hours a day, 5 days a week; occasional overtime; one hour lunch break daily, other breaks as needed.
