The Administrative Director of Judicial Services oversees the judicial branch of tribal operations to ensure that Port Gamble SKlallam is developing innovative and collaborative solutions to justice while ensuring that the Tribe is serving the community, supporting victims and families and holding individuals accountable. This position is responsible for providing administrative leadership to Department Directors through a comprehensive approach of coaching, evaluation, support and accountability for tribal laws, policies and comprehensive plans, fiscal & grant oversight, strategic planning, and organization-wide collaboration. This position shall report to the Executive Director of Tribal Government to ensure effective implementation of Tribal Council directives. The Administrative Director will provide guidance on complex personnel, facilities, and other emergent issues that arise within departments. The Administrative Director of Government Services oversees coordination between programs such as Court, Enforcement, and Special Projects along with lead staff focused on lobbying opportunities and policy writing to ensure maximum effectiveness through communication, coordination, development, and implementation of new approaches. This position is eligible for routine work and/or situational remote work as needed.

Duties Include:

Administrative Leadership:

Ensures that the Executive Director is kept fully informed on the conditions and operations of the Tribe departments, staff, and on all important factors influencing them.

Implements decisions of the Tribal Council as directed by the Executive Director.

Responsible for the overall administration and operation of Judicial Service Departments including program evaluation and development, grant and contract compliance, fiscal oversight, personnel management.

Supervise, monitor, and evaluate the work and performance of department directors. Provide staff with coaching, mentoring and on-the-job guidance on technical and administrative issues.

Develop and implement systems of collaboration amongst departments to ensure high quality judicial programs and services to the membership and while helping to position the Tribe for future growth.

Organizational Development:

Plans, formulates, and recommends administrative policies and programs for the approval of the Tribal Council which further the goals and objectives of the Tribe.

Gives guidance on matters of program, publications, budget and ethical responsibility to departments and staff.

Fiscal and Grant Oversight:

Responsible for preparing, explaining, adjusting, and monitoring general corresponding program budget in addition to projects budgets.

Ensure director accountability for grant management, budget compliance, annual audit requirements, and authorizes budget modifications as necessary.

Oversees budget development and financial operations of departments in coordination with the Administrative Directors for Governmental Services and Tribal Services and the Chief Financial Officer and all applicable laws and policies.

Strategic Plan Management:

Assist in the development of Tribal Council annual goals and initiatives and communicate them to directors.

Provide high-level guidance in the development, revision, and implementation of strategic plans and ensure they align with Tribal Council goals/initiatives and judicial needs.

Ensure director accountability to strategic reporting deadlines.

Stakeholder Management and Communication:

Coordinate efforts of the state and federal lobbyists and other groups and staff about local, state, and national issues as they affect the Tribe, when necessary and especially regarding the issues that face the Tribal Departments supervised by the Administrative Director of Tribal Services.

Attend Tribal Council meetings and provide follow-through with business items.

Oversees and/or participates in the preparation of various tribal reports including annual and quarterly reports and strategic plans.

Analyze, develop and implement systems of communication that meet the needs of all stakeholders to ensure maximum effectiveness of the tribal government in its relations with Tribal members, state and federal agencies, and other tribal and local partners.

Plan, coordinate, and lead departmental, staff and other meetings as needed ensuring that information from meetings is documented and distributed to others as needed in a timely manner.

Other Duties as directed by the PGST Executive Director.

Qualifications:

Education and Certifications:

Juris Doctor Preferred, bachelor's degree in related field is required.

Washington State Drivers License Required

Experience:

5 years of experience in an administrative position with proficiency in program administration and fiscal management with direct supervision is necessary.

Knowledge of and experience with tribal law and tribal communities is highly desirable.

Knowledge of governmental entities, tribal consultation, legislative process, and ability to establish and maintain effective working relationships with federal, state, regional and local agencies, leaders and the general public.

Experience in building effective teams with diverse, multi-cultural team members required.

Skills:

Advanced personal computer skills are required.

Excellent written and oral communication skills are required.

Travel Requirements:

Local, Statewide, and out of state travel may be required.

Physical Requirements:

Regularly required to finger, handle, reach with hands and arms.

Frequently required to walk, sit, stand.

Occasionally required to lift and/or move up to 25 pounds.

Normal audio and visual acuity.
