Full job descriptionDirector of Purchasing

Step into leadership at Arizona Western College as the Director of Purchasing where you'll play a pivotal role in guiding our purchasing processes and supporting campus operations. Salary:$71,700 – 76,002 per year, depending on experience. Plus, excellent fringe benefits.

Summary of Function:Plan and direct the College's centralized purchasing function involving the acquisition of all materials, equipment, services and construction projects including related contract documents. Supervise the operation of mail room.

Typical Duties:

Serves Students. Prepare solicitations, in collaboration with end users, for the purchase of goods and services. Conduct public pre-bid meetings and bid openings, conduct due diligence on submissions, and make recommendations for award. Determine responsive/responsible submissions for the purchase of goods and services. Work closely with the Directors of Facilities Management & Special Projects to solicit and award construction projects.

Plan and direct the district-wide operation of the Purchasing Department, Central Receiving, Mailroom, Property Control and annual sales of surplus property via onsite and online auctions.

Update College personnel on available contracts for goods and services and advises on related purchasing policies and procedures.

Supervise the processing of College Purchase Orders and Purchasing Procurement Cards.

Prepare, review, and approve contract documents relating to the purchase of goods and services, construction and remodeling projects, facility leases, lease purchase agreements, equipment and physical plant maintenance agreements to ensure compliance with state statutes, state procurement regulations and College policies and procedures. Confer with the College's legal counsel on these matters as appropriate. Manage rebate programs and oversees receipt of payments.

Develop and interpret purchasing policies and procedures.

Stay up to date on current legislation as it pertains to college purchasing.

Support and participate in strategic planning initiatives and perform other duties as assigned.

Required Qualifications:

Bachelor’s degree in business, business or public administration, accounting, or related field, AND 5 years of procurement services experience in the public sector, which includes 3 years of being in a management/supervisory role, AND hold a Certified Professional Public Buyer certification or be able to obtain within one year of hire.

OR

Associate’s degree in business, business or public administration, accounting, or related field, AND 7 years of procurement services experience in the public sector, which includes 5 years of being in a management/supervisory role, AND hold a Certified Professional Public Buyer certification or be able to obtain within one year of hire.

OR

High School Diploma or equivalent, AND 9 years of procurement services experience in the public sector, which includes 7 years of being in a management/supervisory role, AND hold a Certified Professional Public Buyer certification or be able to obtain within one year of hire.

OR

An equivalent combination of certification, education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Position Type & Work Schedule:

Full-time, 38 hours per week

Monday-Thursday, 7:00am-5:00pm

Inside office environment with normal noise and lighting levels.

Work is performed in an open office environment with staff contact and interruptions.

Working environment may include various locations across the service district, indoor and/or outdoor locations as needed to support program, department or institutional needs.

Physical Demands:

Prolonged periods sitting at a desk and working on a computer.

Prolonged periods of standing and/or walking.

May lift, carry, push, and/or pull, at times a minimum of 25 pounds.

Occasionally stoop, bend, kneel, crouch, reach, and/or twist.

Travel:

Required to travel to other locations using various modes of private, commercial, or fleet transportation, and as needed to support program, department and institutional needs.
