Job Summary
This is professional administrative and management work involving responsibility for procurement of all materials, equipment, goods and services in support of county operations. Major duties include purchasing and procurement; preparation of bid documents; oversight of bid administration; contracts administration; bid analysis and award recommendation; administration of procurement functions for the county; and overall management and supervision of the Purchasing Department staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Duties include but are not limited to:
Monitors and interprets state legislation, federal regulations, and court cases that affect the purchasing function
Planning, organizing, and coordinating procurement/purchasing operations for the county; ensuring adherence to established procurement standards, rules and regulations
Providing guidance and acquisition advice to department heads and the Board of Commissioners
Train department heads, staff, and other officials on how to properly acquire goods and services at the best value while complying with regulatory requirements
Review specifications and conditions for invitations to bid, request for proposals, request for qualifications, request for quotations, letters of interest, etc. Preparing solicitation documents, for goods and services, analyzing bids, and preparing recommendations for bid awards or other appropriate actions
Oversees maintenance of vendor files and information for the county’s vendor data base.
Administering purchase contracts and vendor compliance
Expediting orders for timely delivery of all commodities and services
Ensuring that procurements adhere to local code of ordinance/state law and federal regulations when federal funding is involved in the purchase
Periodically reviewing usage of goods and services by departments to determine the most efficient quantities to purchase through statistical reviews for cost savings to the taxpayer
Develops and ensures adherence to purchasing policies and procedures.
Develops, monitors, and manages the department annual budget.
Reviews and approves purchase orders to ensure compliance with the Georgia Commercial Code and other applicable laws, rules, and regulations.
Sets departmental priorities so that deadlines are met and that operating departments receive goods and services in a timely manner.
Structures solicitations and contracts to obtain the best value for the county by balancing such factors as price, quality, and risk.
Works with other departments to develop product specifications and scopes of service.
Communicates with the business community to remain up-to-date on industry trends and changes, product and service innovations, or other topics that may impact best practices.
Conducts pre-bid and pre-proposal conferences and bid and proposal openings.
Coordinates and evaluation committee processes.
Provides relevant information to the County Administrator and Board of Commissioners so that they can make informed decisions and take appropriate actions.
Analyzes and reviews completed solicitations and purchases in order to improve efficiency and effectiveness
Assigns, organizes, directs, and supervises department staff.
Performs other related duties as assigned.
QUALIFICATION REQUIREMENTS:

MINIMUM EDUCATION and/or EXPERIENCE:
Bachelor's degree or higher from an accredited college or university with major field in Business or Public Administration or a related discipline
Five years professional work experience in the purchasing and contracting of a variety of services, supplies, materials
Minimum three years of which were served in a supervisory position
An equivalent combination of education and experience may be considered
ELIGIBILITY REQUIREMENTS:
Minimum 18 years of age
Ability to be Bonded
Ability and willingness to drive a county vehicle if required
Must meet all eligibility requirements established by the Board of Commissioners
Must be willing to submit to random drug and alcohol screening as directed
CERTIFICATES, LICENSES, REGISTRATIONS:
Possess and maintain a valid Driver's License (Class C) and satisfactory motor vehicle record (MVR)
Other duty-specific certifications and licenses may be required during employment to satisfy specific assigned duties and responsibilities
