Position Summary:

The Director of Dual Enrollment and High School Partnerships at Frederick Community College (FCC) provides strategic leadership and oversight of all dual enrollment programs at the College. Reporting to the Provost and Vice President for Teaching, Learning, and Student Success, the Director plays a critical role in strengthening partnerships and dual enrolled pathways that promote equitable access and outcomes for all learners. The Director works collaboratively to build relationships with high schools throughout Frederick County by assessing the needs of high schools and high school students, coordinating with academic programs to respond to those needs. The Director collaborates with various campus departments such as admissions, advising, records and registrar, academic affairs and continuing education and workforce development to support the dual enrollment programs. The Director uses varying styles and approaches that reflect an understanding and acceptance of the role of culture in a diverse, multicultural workplace.

Essential Duties and Responsibilities:

Provide strategic leadership and oversight of dual enrollment programs and the implementation of the Blueprint for Maryland’s Future.

Coordinate the growth, development, and promotion of Dual Enrollment programs (Open Campus, Early College, and High School Based), including preparation of guidelines for schools, students, and academic departments, making presentations at schools, initiating formal agreements with schools, recommending policy and procedural changes, and solving problems.

Build relationships and trust with k-12 partners and students; establish and maintain communication channels with high school administrators and counselors to promote and enhance dual enrollment services to high schools and ensure partners’ expectations for quality are met.

Develop and monitor dual enrollment dashboards for timely analysis of dual enrollment student populations, outcomes, and other key program indicators to ensure equitable access and success of students; communicate data with partners and College stakeholders.

In collaboration with academic departments, deans, continuing education directors and program managers, and FCPS staff strengthen dual enrollment pathways and develop creative programming by assessing the needs of high schools and high school students.

Coordinate academic student support services to promote student success and collaborate with the College’s Center for Teaching and Learning to develop professional learning opportunities for dual enrollment instructors.

Supervise and support the Dual Enrollment and Early College Coordinators, Open Campus Advisor, and Dual Enrollment Office Assistant.

Manage program budget.

Promote and market dual enrollment opportunities.

Collaborate with Enrollment Management, Office of Planning and Institutional Research, and Marketing to identify student populations, opportunities, and procedures to accurately assess college readiness skills of high school students interested in dual enrollment opportunities.

Identify and implement best practices to increase dual enrollment participation of historically underrepresented populations.

In collaboration with College faculty and high school administrators identify potential dual enrollment instructors, assist department chairs with the credentialing process, and facilitate onboarding process.

Resolve problems or concerns raised by College staff, dual enrollment students, and high school personnel.

Provide customer service to dually enrolled students, parents, high school officials, and the community.

Facilitate the Steering Committee comprised of FCC and Frederick County Public Schools leadership.

Perform other duties as assigned.

Required Minimum Qualifications:

Master’s Degree

Five (5) years of experience in secondary education or higher education

Three (3) years of secondary education or higher education leadership/administrative experience

Excellent interpersonal skills with the ability to work independently or as part of a team

Demonstrated ability to foster collegial relationships with myriad stakeholders in educational settings

Desired Qualifications:

Strong problem-solving skills

Experience using Microsoft Office Suite products and PeopleSoft systems

High degree of independent, critical thinking, accuracy, and attention to detail.

Excellent planning and organizational skills with short-term and long-term projects

Ability to handle multiple priorities simultaneously.

Excellent oral and written communication skills

Excellent customer service skills

Experience in leading teams

Knowledge of local, state, and federal regulations including high school graduation requirements, state higher education codes, and FERPA
