This is responsible managerial and administrative work planning and overseeing various maintenance staff and projects for the City. Work involves planning, scheduling, and organizing work projects and crews, ensuring job safety and completion, interacting with the public, inventory maintenance, and design and specification development in compliance with policies and procedures. Employee works under the direction of a department director or deputy department director. Employee must have the ability to deal effectively with the public and make appropriate decisions regarding prioritizing work projects, maintenance emergencies, and disciplinary actions in compliance with city policy. Supervision is exercised over maintenance supervisors and workers. Work is reviewed through daily meetings and review of work accomplished for adherence to standards and policies and procedures.

Plans and coordinates a variety of maintenance and construction jobs and projects for the City; coordinates maintenance and construction; reviews daily work requests; schedules work crews; assigns work orders to supervisors; works with other departments and community organizations; ensures job safety and proper training; supervises construction; prepares reports and conducts follow-up on projects.Oversees supervisory, maintenance, construction, and seasonal staff; interviews, recommends for hire, and trains staff; conducts annual performance evaluations; approves leave and overtime; takes and recommends disciplinary action; prepares and submits time sheets for payroll; maintains personnel records.Participates in long range and master planning; develops designs and specifications for landscape and architectural projects; writes specifications for projects and purchasing; reviews development plans; performs drafting, surveying, and other engineering tasks; designs graphics for flyers and logos, orders supplies, equipment and materials.Monitors inventory for maintenance and construction activities; maintains purchase and requisition files; monitors receipt of goods; develops and evaluates bids, justifies purchases.Prepares annual maintenance budget; monitors budget; provides ongoing financial accountability and job costing reports.Operates a variety of maintenance vehicles and equipment; operates vehicles, tractors, large trucks, pickups, and power tools.Participates in various public meetings, commissions; makes presentations and speeches at meetings and other community events.Performs other related duties as assigned.Possession of a high school diploma and 10 years progressively responsible experience in utility maintenance and construction including supervisory experience; or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills:

Thorough knowledge of the principles, techniques, and practices related to public maintenance, construction, and utilities management.Thorough knowledge of the occupational hazards and safety precautions of the work.Considerable knowledge of the principles of effective supervision.Knowledge of personnel rules, policies, and procedures.Ability to plan, organize, coordinate, prioritize, assign and evaluate the work of subordinate staff.Ability to develop specifications for public projects.Ability to supervise and guide the work of others.Ability to coach and train employees.Ability to operate a variety of maintenance and construction tools, vehicles, and equipment.Ability to establish and maintain effective working relationships with other employees, other departments, other agencies, and the general public.Ability to prepare clear and concise written reports.Ability to operate computer programs as needed for the Service Department.Ability to obtain necessary licenses (Water Distribution 2 and Wastewater 2 Collection preferred).Possession of a valid Ohio commercial driver's license, or ability to obtain one within the first year of employment.
