The New Mexico Department of Homeland Security and Emergency (NMDHSEM) works to protect the people of New Mexico and the nation through a comprehensive and coordinated program of mitigating hazards, preparing for emergencies, preventing terrorist attacks, and recovering from disasters regardless of cause.

Why does the job exist?

This position will serve as the Chief Technology Officer (CTO) for the New Mexico Department of Homeland Security and Emergency Management (DHSEM) including the State Fire Marshals Office (SFMO) and its satellite offices including the Fire Academy in Socorro, and at the Albuquerque TIWA building; The CTO will provide leadership, vision, and strategic planning in the management of personnel, annual budgets, cost effectiveness, contracts, IT projects and programs for all areas of information systems and technology in support of the Agency; The CTO must take charge of all emergency response IT infrastructure and will have oversight of all areas of information systems and technology, including innovation, policy, planning, design, integration, delivery, evaluation, privacy, security, incident response and continuity.

How does it get done?

Provide strategic leadership, management and direction for the DHSEM administrative and operations-related functions of the agency IT program(s) with responsibility for overall success. This position supervises a small number of IT personnel in accordance with State of New Mexico personnel guidelines. The mission and goals of the IT enterprise are realized through the management of staff and projects using exceptional written and oral communication skills and a positive and collaborative service-oriented approach.

Ideal Candidate

The ideal candidate:

-Can work with DHSEM senior management, bureau chiefs and others to understand the IT business requirements of the agency, including both cellular and landline communications and their correlation with IT services.-Manage application or infrastructure development projects ensuring compatibility with existing agency systems, technical architecture, and identify when it is necessary to modify the technical solution architecture to accommodate both continual operations and developing project needs.-Be able to efficiently and effectively operate all IT and communication programs of DHSEM.-Can identify and implement best practices and standards in process, design, architecture and operations in all aspects of information systems and technology domain/ecosystem, ensuring delivery of agency business services.

Minimum Qualification

Bachelor's degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering or similar technical degree four (4) years of experience in at least two of the following areas: Applications Development, IT Architecture, Data Management, Network Administration, Project Management, IT Security/Compliance, or Systems Administration. Employment Requirements

Employment is subject to background check and is conditional pending results. Must possess and maintain a valid Driver's License with no limitations or restrictions. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some travel may be required. Occasionally work extra hours, on weekends and holidays.
