This is a responsible, technical, customer service and administrative position supporting the department and acting as a point of contact exercising technical judgment between the department and other internal and external stakeholders. Work involves performing office management and significant communication with other department managers, the general public, and outside agencies.This position serves in a lead capacity regarding the daily scheduling, completion of technical tasks, flow of work, and primary back-up to administrative support staff. Work requires exercise of initiative, technical skill, and independent judgment. This position works with other City departments.

SUPERVISION

Work is performed under the direction of a division head and/or department or deputy director. Employee must have the ability to make appropriate independent decisions and communicate effectively with the public and internal customers. Work is reviewed through submission of reports, review of judgements regarding customer requests & inquiries, technical skill and judgment, and quality of follow up work.ESSENTIAL FUNCTIONS OF WORK

May be responsible for managing departmental front-desk customer service operations, scheduling and workflow.

Ability to enter reports and cases into Cityworks for Code Enforcement, Service Requests, Board of Zoning Appeals, Planning Commission, and Uptown Review Board including working directly with applicants as directed and acquiring sufficient technical and professional knowledge to be able to respond appropriately within prescribed boundaries with information upon which applicants will rely.

Researches and examines personal and property records in ACCURINT, ensures records and files are properly maintained, maintains statistical tracking to assist in compiling information for the division head, department head, and/or city administration.

Responds to public record requests, ensures compliance with the Ohio Public Records Laws and established internal public record procedures, confirms that public records are properly redacted prior to release.

Receives and routes telephone calls, responds to questions and problems from the public, directs calls and citizens to other departments, greets visitors to the department, assists the public in the completion of various forms and the handling of various problems.

Responds to requests from department and division personnel for reports, charges, and various forms; retrieves information from the computer and files to assist with investigations; notarizes charges, and assists with various projects as needed.

Processes incoming and outgoing mail; processes various monthly reports and records.

Ability to update website with engineering, planning, building, project, and code enforcement information in consultation with the team.

Ability to prepare and record legal documents such as easements, deeds, orders, and lot splits.

Assist with updates and maintenance of adopted land use policies and codes as directed.

Ability to assist with writing a variety of regulations including land use activities.

Provide support and training to end users on various applications.

Maintains various equipment lifecycle programs (i.e. printers and computers) and coordinates budgeting and replacement with departments.

Implements and assists in developing procedures and policies related to departmental functions; may manage procurement processes.

Understands existing business processes to support specific functional business areas; may be required to consistently communicate with other departments and vendors regarding procurement projects including bid processes and prevailing wage information.

Works with departments to understand end to end business processes to support a functional business area such as p-card management.

Builds and maintains relationships with department staff; serving as a key contact for administrative staff.

Consistently demonstrate the ability to communicate effectively, manage expectations, and research complex processes.

Coordinate administrative procedures in support of various programs and functions.

Researches and compiles data and background materials for special projects and audits.

Participates and assists in preparing and compiling the departmental budget.

Initiates purchase orders and monitors expenditures for the department.

Compose routine correspondence; maintains manuals and updates resource materials; makes appointments and arranges travel, conferences, and meetings.

Proficient in the use of a computer, business productivity and other enterprise systems as well as other office related equipment. Must present a professional appearance. Ability to learn or knowledge of Cityworks PLL, OnBase, GIS, and other city software solutions.

Thorough knowledge of english, math, spelling, punctuation, composition and modern office practices, management and etiquette.

Knowledge of operations and responsibilities of City departments.

Ability to exercise sound reasoning and good judgment.

Ability to effectively communicate, both orally and written.

Ability to understand and interpret technical information and convey such information in terms understandable to lay persons such that they can reply upon the information to seek required permits and approvals, advance projects, and/or comply with notices and orders.

Ability to complete and maintain accurate records and documentation.

Ability to perform duties and follow complex oral and written instructions with minimum of detail and supervision.

Ability to effectively plan, organize, schedule, and prioritize daily activities, assignments, and tasks.

Ability to relate, communicate, and interact with peers, supervisors, other agencies, property owners, contractors, developers, and the general public in an effective, tactful, courteous, and professional manner.

MINIMUM REQUIREMENTS OF WORK

Possession of a high school diploma and general office experience with public contact; Associates or technical degree from an accredited institution or agency related to planning, zoning, code enforcement, engineering, buildings, or inspections or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills:

Knowledge of public relations and ability to handle sensitive public contacts and to deal tactfully, courteously, and authoritatively with the public in person, electronically, and over the telephone.

Some knowledge of state and local laws and codes.

Knowledge of the Ohio Public Records Laws.

Knowledge of secretarial practices and procedures.

Knowledge of business English, spelling, and arithmetic.

Knowledge of modern office practices, procedures, and equipment.

Knowledge of general municipal agency operations and organization.

Knowledge of word processing, desktop publishing, and other software packages.

Knowledge of legal aspects of zoning and inspection, zoning plan review and sign regulations, subdivision, and land regulations.

Desire and ability to learn new skills and to be adaptable with a willingness to help problem solve, assist all divisions willingly, and apply good judgment, logic, and reasoning with follow through to a wide variety of tasks.

Ability to make responsible decisions in accordance with established policies and procedures.

Ability to maintain administrative, fiscal, and general records and to prepare reports and answer questions from records.

Ability to abide by confidentiality requirements.

Ability to compose correspondence on complex matters including legal / regulatory matters and to perform complex office management details without assistance.

Ability to establish and maintain effective working relationships with other employees, officials, and the public, and to deal with public relations problems courteously and tactfully.

Ability to take and transcribe dictation as well as minutes from public and other meetings either from live events, audio, or video recordings.

Ability to operate copy, fax, and other office machines.

NECESSARY SPECIAL REQUIREMENTS

Notary public or ability to obtain within first year of employment.

Occasional evening meeting attendance may be required.

HEALTH BENEFITSEmployees pay 15% of the monthly medical insurance premium through United Healthcare which includes prescription coverage. Employee, Employee plus child(ren), Employee plus spouse and family coverage is available. However, a spouse who has affordable health care coverage through their employer must elect that coverage as primary. The City health care plan is a high deductible healthcare plan.

HEALTH SAVINGS ACCOUNTAnnually, the City will deposit 85% of your health insurance deductible amount into an HSA account in your name.

VISION AND DENTALThe City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.

LIFE INSURANCEThe City pays 100% of the premium on a $100,000 life insurance policy for employee and $10,000 for spouse and $5,000 for child.

RETIREMENT PENSIONThe City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.

VACATIONNew employees accrue two weeks of paid vacation every year. Vacation time increases with length of service time.

PERSONAL LEAVEEmployees receive 6 prorated days of personal leave annually.
