Position Description

There is currently one ( 1 ) exempt position to be filled in the Plan Review Section of the Construction Code Services (CCS) Division of Community Planning and Economic Development (CPED). This position will focus on the review of commercial projects for compliance with the Minnesota Energy code. Additional responsibilities include review commercial and residential building construction/remodeling documents for conformance to requirements of Minnesota Building Code and city ordinances.

Job Duties and Responsibilities

Review construction documents for proposed new construction, remodeling and additions to ensure compliance with applicable codes, focusing on the Minnesota energy code.Meet with owners, architects, engineers, developers and contractors to provide code guidance for larger or more complex projects.Document discussions and decisions accepted for a project.Analyze proposals for alternate construction methods or materials, alternates and modifications, making recommendations to the supervisor and Building Official.Coordinate with other sections of CPED and other departments regardingdepartment policy, ordinance changes, and compliance matters to prevent substandard or unapproved installations, and work towards uniformity of enforcement.Maintain certifications and licenses.Participate in process improvement for plan review and the use of technology.Assume responsibility for the section in the absence of the supervisor.Required Qualifications

MINIMUM EDUCATIONBachelor's degree in architecture

MINIMUM EXPERIENCEFive years of progressive responsible technical experience in a position requiring the application of building code knowledge

LICENSES / CERTIFICATIONSLicensed with the State of Minnesota as a Professional Architect

Selection Process:The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.Background Check:

The City has determined that a criminal background check and qualifications check may be necessary for certain positions with this job title. Considerable knowledge of architectural problem solving techniques, administrative practices and procedures.Thorough knowledge of architectural principles and practices applicable to building design and construction.Thorough knowledge of Minnesota State Construction Code, and other related codes and ordinances.Knowledge of standard office software such as Microsoft Office.Effective Oral and written communication skills.Strong interpersonal and human relations skills.Ability to interpret and explain code requirements clearly and in non-technical language to the public as well as in technical terms for other professionals in the construction field.Ability to inspect work, conduct on-site consultations and enforce adherence to plans and specifications.ICC Certification as a Building Plan Examiner within two years of hire.Ability to analyze code equivalencies and other deviations from standards and make recommendations providing written documentation of acceptance of approved alternatives.
