Position Description

Help grow the Minneapolis housing market for everyone. Have an impact on real estate development in our community with a racial equity lens.

The Residential & Real Estate Development Services (RREDS) team helps to create healthy, mixed income housing markets in the City of Minneapolis by developing opportunities to purchase or maintain a home and responsibly managing City development properties.

The Program Supervisor will help lead and support staff on the development, administration, and continuous improvement of housing development programs and projects.

Work Location

This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office

Job Duties and Responsibilities

Lead the development, administration, and continuous improvement of real estate development programs and projects.Hire, train, supervise, review and evaluate the work of assigned staff.Serve as the internal City expert in one or more areas of real estate development and the primary contact for a real estate development program or project area.Conceptualize and participate in the development and implementation of new program innovations, approaches, systems, and plans.Manage the finances of a program's budget, including reporting outcomes and overseeing program and funding deliverables from external partners.Respond to requests from developers, nonprofit organizations, and residential property owners seeking informational or financial assistance and/or City approvals.Prepare and supervise the preparation of)notices of funding opportunities outlining program and project opportunities, identifying City objectives and identifying criteria for proposal selection.Evaluate and supervise the evaluation of competing proposals and consult with appropriate parties, recommending acceptance of proposals that match City objectives.Work with stakeholder groups to discover local needs and concerns and facilitate public support of programs and projects.Assist management by providing training, work direction and input on performance management for staff.Provide constructive feedback on City processes and procedures that affect the mission of CPED.Respond to requests for information in a timely manner, prepare reports to City Council and its committees and make presentations.WORKING CONDITIONS : Office setting with constant exposure to computers, and some site visits.

Required Qualifications

Minimum Education

Bachelor's Degree in Business Administration, Architecture, Public Administration, Urban Planning, Economics, a related field or equivalent

Minimum Experience

Eight years in Urban Planning, Project Management or Real Estate Development experience, which has included three years of related work in City government or equivalent

Selection Process

The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Eligible List Statement

Knowledge of City of Minneapolis goals, plans, policies, processes, and procedures.Extensive knowledge of City of Minneapolis Comprehensive Plans, neighborhood plans, zoning, building codes, and administrative planning processes and procedures.Extensive knowledge of financial and technical tools used in development and redevelopment.Comprehensive knowledge of real estate, financial, marketing, workforce, regulatory, organizational, and other topics that influence residential and real estate development and redevelopment.Knowledge of laws regarding real estate, land use, and contracts.Ability to work effectively with diverse populations and coordinate multiple projects.Ability to lead work teams, task forces, and committees to achieve assigned goals.Strong supervisory and managerial skills.Excellent analytical, negotiation, presentation, verbal, listening, and written communication skills.Master's Degree preferred.Prefer Housing Development Finance Professional Certification from the National Development Council now Grow America
