About the Role
EMI is seeking a dynamic and experienced Vice President of Business Development to lead our federal growth strategy. The VP will focus on key federal agencies within the Department of Health & Human Services (HHS), the Department of Defense (DoD), and the Veterans Administration (VA) and will be responsible for expanding EMI’s business footprint by identifying, pursuing, and winning new contracts and opportunities. This position will be pivotal in shaping EMI’s growth, working closely with internal teams to align business development efforts with the firm’s capabilities and strategic goals. The ideal candidate will be able to pursue competitive contracts, task orders, and sole source opportunities, leveraging EMI’s socio-economic status as an 8(a) economically disadvantaged women-owned small business EDWOSB.
Key Responsibilities
Strategic Leadership:
Develop and execute comprehensive growth strategies that target federal agencies, ensuring they align with EMI’s long-term vision. Define and articulate EMI’s value proposition for each opportunity.
Account Management & Growth:
Develop tailored account plans and win strategies for targeted agencies. Continuously refine approaches to drive revenue growth and build long-term relationships with key stakeholders.
Opportunity Identification & Capture:
Identify competitive contracts, task orders, and sole source opportunities leveraging EMI’s socio-economic statuses (WOSB and 8(a)). Maintain a robust pipeline and implement capture strategies with a focus on maximizing probability of win (PWin).
Proposal Leadership:
Lead proposal development efforts, ensuring high-quality submissions that align with client needs and highlight EMI’s unique strengths. Manage proposal resources to ensure efficient and effective responses to opportunities.
Partnership Development:
Forge new strategic relationships and partnerships to expand EMI’s presence. Leverage an existing network of contacts to drive new business and increase market share.
Representation & Advocacy:
Represent EMI at key industry events, client meetings, and networking opportunities. Advocate for EMI’s mission and business solutions to enhance the company’s visibility in the market.
Reporting & Analysis:
Prepare and present business development reports to the Executive Leadership Team, including financial analyses, opportunity forecasts, and progress metrics.
Background and Qualifications
Minimum 10 years of experience in business development, program management, or capture management, with at least 5 years focused on leading growth efforts for a Small Business, ideally within an 8(a) firm.
Bachelor’s degree in business, entrepreneurship, engineering, political science, economics, and/or finance.
Ability to refine company’s value proposition and transformation angle.
Possess extensive relationships and a network across Federal government sectors, particularly in specified agencies. Must be able to leverage these existing relationships to generate new business and secure deals.
Demonstrated ability to forge new relationships with clients and partners to secure additional work and expand existing engagements.
Ability to navigate complex procurement processes and identify strategic opportunities.
Strong relationships with key partners, system integrators, and subcontractors across Federal government.
Strategic thinker with the ability to lead large growth initiatives and scale a growing company.
Experience leading cross-functional teams and managing a business development and proposal department.
Strong understanding of federal procurement processes, acquisition strategies, and government contracting vehicles. Experience leading teams and managing cross-functional business development initiatives.
Demonstrated ability to drive revenue growth through capture management, proposal development, and forging partnerships within the federal government space, particularly HHS, DoD, and VA.
Ability to work closely with executive leadership to align business development strategies with EMI’s corporate goals. Strong interpersonal skills and the ability to influence both internal and external stakeholders.
