This position serves our partners at the Minnesota Department of Education (MDE). MNIT MDE manages the technical functions critical to managing public education in Minnesota; supporting systems including funding disbursement and large-scale, public-facing school performance data reporting. We are seeking a dynamic and experienced Project Portfolio Manager to coordinate, improve, and implement the agency-wide Project Portfolio Program. This position plays a critical role in both strategic and tactical management of business and technical projects. The successful candidate will lead the Minnesota IT Services partnering with Minnesota Department of Education's Project Portfolio Program, connecting people, processes, and technology to ensure optimal project outcomes. As a subject matter expert, you will coordinate the entire project portfolio management process, from initial project request to completion, working closely with project sponsors, owners, and team members across state agencies, vendors, consultants, and stakeholders. Additionally, you will serve as a Senior Project Manager, leading high-priority, high-visibility projects, ensuring they are delivered on time and within budget. This role also involved providing training and communication on portfolio management to both internal and external stakeholders, fostering a culture of transparency and efficiency. This position is currently eligible for full-time telework: Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota. Experience must include: Familiarity with continuous improvement methodologies such as Six Sigma or Lean. Experience in change management processes, with a proven ability to guide teams through organizational change effectively. Ability to establish and maintain effective working relationships with all levels of staff throughout the agency while managing projects and leading personnel. Ability to analyze and interpret information, evaluate alternatives, and propose realistic recommendations for improvements. Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties. Customer service skills that include active listening, empathy, and problem-solving. A masters degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelors degree substitutes for two (2) years, OR an IT related associates degree substitutes for one (1) year. Preferred Qualifications Experience leading large-scale and complex business improvement projects with significant impact. Experience delegating projects and tasks, ensuring outcome expectations are met. Ability to identify, evaluate, negotiate, and resolve critical management issues effectively. Experience coordinating and facilitating the project portfolio management process, connecting with various stakeholders effectively. Project Management Professional (PMP) certification.
