Why does the job exist?
This position is responsible for management and oversight of all budget and financial activities of assigned program/programs including but not limited to purchase orders, vouchers, operating transfers, P-cards etc., in support of CYFD Programs.
How does it get done?
This position is responsible for the formulation and development of the assigned program's annual budget request and operating budget. This includes forecasting expenditures and revenues for new initiatives or activities related to changes in statute.
This position will also provide program budget management to include tracking and forecasting expenses and monitoring revenue to include state, federal, and other sources. This position is responsible for managing fiscal activities to include but not limited to payments, requisitions, purchase orders, P-cards, and operating transfers through the Statewide, Human Resources, Accounting, and Reporting (SHARE) system.
This position is responsible for management of employees in the central office location in Santa Fe and across the state, Duties include but are not limited to recruitment, hiring, training, evaluation, mediation, and discipline.
Who are the customers?
This position will provide budgetary and fiscal support to assigned programs, and incumbent will be cross trained to assist with other programs when necessary. The position will work closely with division directors, program managers, the Administrative Services (ASD) budget staff, ASD procurement staff, ASD accounts payable and receivable staff, ASD grants management, other state and federal agencies as necessary.

Minimum Qualification
A Bachelor's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements
Must possess a current and valid Driver's License. Pre-employment background investigation is required and conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
