New Mexico Regulation and Licensing Division certifies and regulates approximately 429,000 individuals and businesses that fall into the following seven divisions: Alcoholic Beverage Control Division, Boards and Commissions Division, Cannabis Control Division, Construction Industries Division, Financial Institutions Division, Manufactured Housing Division, and Securities Division. Our goal is to assure that New Mexicans receive quality services from qualified individuals and businesses while also ensuring a fair and prompt administrative process.

Why does the job exist?

The Budget Director is responsible for oversight of revenue and expenditure budgets, both operating and capital, for the New Mexico Regulation and Licensing Department. This position provides budget and fiscal oversight, prepares, develops, maintains and oversees division budgets. Other duties as assigned.

How does it get done?

The Budget Director develops the annual budget, forecasts revenue and expenses, monitors spending, performs budget analysis for staffing changes, creates budget adjustment requests, supervises and directs the work of agency financial staff. Assists in the implementation of policies and requirements for budget submissions to maintain agency consistency. Coordinate periodic budget reviews with division financial officers. Review budget projections provided by divisions. Train agency staff on policies, procedures and budgetary processes, analysis and requirements. Serves as liaison with budget analysts at Department of Finance and Administration (DFA) and Legislative Finance Committee (LFC).

New Mexico Regulation & Licensing Department leadership, management, employees as well as Department of Finance and Administration (DFA), Legislative Finance Committee (LFC) and other state/federal agencies and the citizens of New Mexico.

Ideal Candidate

The ideal candidate for this position will have the following:

* Experience in budget preparation and forecasting
* Ability to monitor and track revenue and expenses
* Strong communication skills
* Ability to establish priorities and manage multiple responsibilities to meet deadlines
* Supervisory experience
* Budget or Accounting experience
* Governmental Accounting
* Experience in strategic or long range planning
* Knowledge of Excel to include pivot tables and formulas
* Provide expertise and training for the bureau and division in the areas of budget projections, tracking, contracts, and the Statewide Human Resources Accounting and Reporting System (SHARE) financial and human resources modules

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid Driver's License. Must be able to pass applicant background check.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
