This job posting may be used to fill multiple vacancies.Our Vision:Every New Mexican has access to affordable health care coverage through a coordinated and seamless health care system.Our Mission:We ensure that New Mexicans attain their highest level of health by providing whole-person, cost-effective, accessible, and high-quality health care and safety-net services.Our Goals:Leverage purchasing power and partnerships to create innovative policies and models of comprehensive health care coverage that improve the health and well-being of New Mexicans and the workforce.Achieve health equity by addressing poverty, discrimination, and lack of resources, building a New Mexico where everyone thrives.Implement innovative technology and data-driven decision-making to provide unparalleled, convenient access to services and information.Build the best team in state government by supporting employees' continuous growth and wellness.Why does the job exist?The General Manager I / Budget Director will:Work with fiscal officers in the divisions on the preparation of the department's budget request, operating budget and monthly projections;Analyze complex projection data from multiple funding sources;Assist with the preparation and processing of required budget operation functions and knowledge of various state and federal requirements.How does it get done?The General Manager I / Budget Director is responsible for:Reviewing the operating budget and appropriation requests for Health Care Authority (HCA);Providing fiscal analysis overview to Department of Finance and Administration (DFA) and Legislative Finance Committee (LFC) for the HCA Budget;Attending monthly program meetings to review, discuss, and accurately account for monthly expenditure and budget projections;Monitoring the financial status of all divisions and monthly review of trial balances;Reviewing program hiring plans and monthly payroll projections to authorize position counts and funded vacancy rates;Overseeing the analysis of contacts and support recommendations based on the needs of the department;Supervising the development, implementation and administration of HCA's annual budget from several federal and state sources;Monitoring Federal grants and cost allocations;Training, managing and supervising a staff of budget analysts and economists;Establishing the goals, policies, procedures, rules, and task assignments;Coordinating professional auditors and directing the performance of financial statement audits, special audits, and attestation engagements of government agencies in New Mexico;Performing quality control reviews of audit and attestation reports;Working papers provided by independent public accountants.Who are the customers?State and Federal Agencies;Citizens of New Mexico;Health Care Authority.Minimum Qualification:A Master's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.Employment Requirements:Must possess and maintain a valid driver's license.Must obtain a Defensive Driving Certification.Working Conditions:Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
