The Energy Conservation and Management Division (ECAM) within the Energy, Minerals and Natural Resources Department leads the state's charge toward clean energy adoption. ECAM is committed to developing and deploying solutions that will maximize New México's renewable energy resources and improve energy efficiency and transportation standards. The Fiscal Bureau supports ECAM financial transactions, reporting, budgeting and tracking of tens of millions of dollars in state and federal funds .
Why does the job exist?
The Fiscal Officer position is charged with monitoring and reconciling expenditures of the Energy Conservation and Management Division including project activity, grants and payroll.
How does it get done?
Ensure all funds expended are in compliance with 2 CFR 200 and other federal, state, and local procurement laws and policies;
Track monthly budget balances in excel format to provide when needed to management or program coordinator;
Provide bi-weekly updates of expenses and encumbrances to program managers and bureau chiefs;
Process and audit all receivables and payables to include monthly expenses, OPRs, special projects, track budget expenses, provide quarterly balances;
Prepare and process outgoing and incoming invoices for sub-awardees;
Monitor and reconcile payroll;
Prepare payroll corrections;
Run commitment control and reports for snapshot updates to leadership;
Prepare grant management plans;
Assist in building new program and grant application budgets;
Monitor all grants and reconcile expenses;
Complete payroll allocations for staff;
Support team with creation and stewardship of spending plans over each fiscal year;
Monitor budget authority and request BARs or BRF;
Gather files for audit requests on grants; and
Assist ASD with requests as needed
Who are the customers?
This work ensures that all funds are tracked and spent according to state and federal laws. The fiscal officer will engage and coordinate with the 32 Energy Conservation and Management Division staff members. In addition the position will work with Energy, Minerals and Natural Resource Departments Administration Services Division staff and external partners and customers from federal, state and local governments as well as businesses.
Ideal Candidate
We are looking for a highly motivated candidate who understands the fiscal pathways and methods of stewarding both federal and state funds.
The ideal candidate should:
-Have experience with State of New Mexico fiscal stewardship;
-Have experience with 2 CFR 200 and other federal, state, and local procurement law compliance; and
-Show motivation and flexibility to work in a fast-paced role supporting this high-priority program.
Minimum Qualification
Bachelor's Degree and five (5) years program administration or project management in areas related to the purpose of the position. Substitutions apply. See Substitution Table below.

Employment Requirements
Must have a valid New Mexico Driver's License.
Working Conditions
Office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting.
