Summary You will serve as an INDUSTRIAL PROPERTY MANAGEMENT SPECIALIST in the CONTRACTING DEPARTMENT of Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF). Responsibilities Developing plans for continuous evaluation and analysis of industrial property and plant clearance control systems. Reviewing and evaluating the adequacy of contractor's operating procedures that relate to the control of government property matters. Planning and conducting analysis of the contractor's system for control of government property from acquisition through disposition. Advising on the contractor's performance in property and plant clearance matters. Providing technical advice and assistance to personnel relative to all phases of acquisition, reporting, use maintenance, and disposition of government property. Ensuring that contractors comply with contract requirements and procurement regulations pertaining to government property in the possession of contractors. Planning and conducting Property Management System Analysis (PMSA) based on terms and conditions of contract and assigned property Risk Assessment. Conducting Resident, and Nonresident PMSA's and inventory sampling of contractor's Property Management Systems based on FAR 52.245-1 (b) Property Management, and functional segments of a PMSA. Requirements Conditions of Employment Qualifications FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, scheduling, or conducting surveys, audits and contract surveillance to evaluate contractor's property control systems and management of government property. FOR THE GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: extracting and compiling data used to conduct surveys, audits or contract surveillance of contractor's property control systems and management of government property.
