What You'll Be Doing

Cabarrus County is projected to receive approximately $22 million over a period of 18 years from the proceeds of the National Opioid Settlements. The Cabarrus County Opioid Settlement program manager will be responsible for overseeing the development, administration, budget, grant management, and reporting for Cabarrus County's Opioid Settlement Program. This position will work closely with Cabarrus County leadership, staff and community partners involved in community overdose prevention, education, harm reduction, treatment opportunities and recovery support. They will ensure all reporting requirements are met for the Opioid Settlement Fund and pursue additional resources to advance this work. This action-oriented team player and innovative thinker will manage and control day-to-day program needs, issues, risks, quality, and budget. This job is performed under general supervision, independently developing work methods and sequences. This position can be hybrid, in person and remote schedule.

Essential Functions

Oversee and manage all related programs, activities and contracts funded by the Opioid SettlementCabarrus has developed a preliminary 3-5-year strategic plan for which this position will accept responsibility to execute. Cabarrus' strategic plan can be found .Coordinate and engage with community members and key stakeholders around opioid overdose prevention; participate, organize, or lead teams associated with program implementation and substance use disordersMaintain, update, and provide reports on Cabarrus County's Opioid Settlement Funding Plan; complete all required reporting in accordance with NC and Opioid Settlement guidelinesOversee program budget and allowable spending based on state guidelinesLead relevant procurement process as needed for program implementation including develop, negotiate, and review contracts associated with opioid settlement funds Pursue additional funding and support for opioid use prevention work, including grant writing and pursuing technical assistance from state and national resourcesAdopt strategies to effectively engage individuals with lived experience as decision-makers and leaders.Prepare and give presentations to senior management, stakeholders and community partners and elected officials on the Opioid Settlement ProgramKey Partners

This new position will be managed within Cabarrus' Consolidated Health and Human Services Agency, working closely with the HHS Director, Behavioral Health Department, Finance team, and community partners.

Minimum Education / Experience requirements

Minimum Education & Experience

Bachelor's degree in public health, human services, social work, behavioral health, or related field, supplemented by two (2) years of progressively responsible experience managing, developing, and planning; or

Master's degree in public health, behavioral health, social work, human services, or related field with one (1) year of equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities.

An equivalent combination of training and experience may be considered.
