Description of Work
The Breath Alcohol Testing (BAT) Mobile/High Visibility Engagement (HVE) Project Manager serves as the strategic leader for the BAT Mobile and HVE initiatives within the Forensic Tests for Alcohol (FTA) Branch, part of the North Carolina Department of Health and Human Services (DHHS) and Division of Public Health. This position plays a critical role in reducing impaired driving incidents across North Carolina through the effective coordination of the BAT Mobile Units and High Visibility Engagement (HVE) efforts. Reporting directly to the FTA Branch Head, the Project Manager oversees program administration, policy development, interagency coordination, and resource management to ensure the successful implementation of impaired driving prevention strategies statewide.
The Project Manager supervises 6 full-time and 4 part-time staff members and is responsible for managing the deployment and operational readiness of the BAT Mobile Units at statewide DWI checking stations and other enforcement activities. This includes coordinating training logistics, scheduling classes, assigning instructors, and ensuring that all program content aligns with current laws and best practices. The role also involves extensive collaboration with state and local law enforcement agencies to foster partnerships that support impaired driving enforcement efforts. In addition to enforcement and outreach responsibilities, the Project Manager conducts audits and inspections to ensure program compliance, addresses non-compliance issues, and manages supplies and equipment, including preventive maintenance of the BAT Mobile Units. Administrative duties include maintaining training records, equipment logs, and preparing reports for FTA Branch Management and external partners. This position oversees the application, implementation, and reporting of transportation safety-related grants, managing grant budgets to ensure fiscal responsibility and compliance with state and federal regulations.

The Forensic Tests for Alcohol Branch is housed within the Chronic Disease & Injury Section and seeks to reduce the incidence of impaired driving by providing comprehensive training programs to law enforcement personnel in the detection and apprehension of the impaired driver.
Knowledge, Skills and Abilities / Competencies

Demonstrated direct experience acting as a liaison between various agencies and organizations.Skilled at using Microsoft Office Outlook and demonstrated experience completing reports and entering data in an online database.Knowledge of statewide impaired driving initiatives and traffic safety regulations.Must possess/be able to obtain and maintain a valid NC Driver's license.License or Certification Required by Statute or Regulation:
NC DHHS Permit to Perform Chemical Analyses of Breath must be obtained within 45 days of hire.NC DHHS Certificate to Perform Preventive Maintenance must be obtained within 90 days of hire.Valid NC Drivers License, Class B must be obtained within 180 days of hire.Alcohol Screening Test Device Instructor Certification must be obtained within 210 days of hire.Management Preferences:
Experience as an instructor or presenter in impaired driving and/or traffic safety related topics.Experience driving a 30 to 45-foot vehicle.Experience as a DRE and/or SFST practitioner or instructor.Networking experience within North Carolina and nationally.Making ethical and professional decisions that reflect positively on the organization/agency.Ability to operate and maintain BAT Mobile Units, including troubleshooting equipment and preventive maintenance.Demonstrated experience independently scheduling tasks, gathering required data, resources, and materials to complete work tasks, organizing workflow, and coordinating activities to accomplish goals/objectives.Demonstrated experience in program management, to include fleet management.Physical Requirements:
Must lift, carry, and assemble and disassemble equipment weighing up to 50 pounds.Must drive a 30 to 45-foot vehicle in traffic and for extended periods.Must sit for prolonged periods.Must climb up and down stairs repetitively.Load-in and load-out equipment at training and test sites.Operate and drive a cargo van or other vehicle for both long and short distances.Bending and kneeling to connect/disconnect equipment.Operate a computer keyboard.
