GENERAL SUMMARY
Salary: $20.04/hr. minimum - $24.55/hr. mid (Depending on qualifications)
To perform a variety of tasks such as conducting initial move-in, annual occupied and special inspections on single family residences, town houses and apartments to ensure that properties meet federal and local housing quality standards required for eligibility in the Section 8 Housing Choice Voucher Program and monitor compliance and enforcement with U.S. Department of Housing & Urban Development (HUD) guidelines, state laws, and city codes and ordinances. Incumbents make independent judgments in the field in accordance with departmental policy and must effectively communicate these decisions to others to obtain compliance.

SUPERVISIONGeneral supervision is provided by the Manager of Housing.ESSENTIAL DUTIES AND RESPONSIBILITIES
All behaviors comply with the Code of Conduct & Rules of Behavior outlined in chapter 8 of the General Government Policies and Procedures Manual. Adheres to assigned work schedule as outlined in city and department attendance policies and procedures.Inspects properties for compliance with Housing and Urban Development (HUD) Housing Quality Standards (HQS); ensure physical conditions meets program, state and local requirements; prepare inspection forms for tenant files including rent reasonableness certifications and utility allowance schedules.Assesses damages, determines who is responsible for correction, and establishes deadlines for completion of work.Meet inspection goals determined by Manager of Housing, maintain inspection records and prepare performance reports.Completes inspection reports and related documentation, documents efforts to bring properties into compliance and conducts follow-up inspections to ensure that work is completed.Provides specialized customer service for large apartment, townhouse, and/or single family unit landlords who have contracts with the Section 8 program.Schedule appointments, send appointment letters for annual inspections, tenant missed appointments, failed items and abatements.Assures all inspections are performed and inputted in a timely manner. Inspect plumbing, HVAC systems, electrical systems and varied other building component systems of residences being considered for participation in the Section 8 program.Conduct surveys to determine prevailing rental market rates, certify properties for rent reasonableness. Update and maintain rent reasonableness database.Make inquiries of landlords and property managers to solicit interest in program participation.Perform quality control checks on inspection database entries as assigned by Manager of Housing.Demonstrates superior seamless customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.Perform other various related duties as assigned by Manager of Housing.Drive to and from destinations as assigned by Manager of Housing.
MINIMUM JOB REQUIREMENTS
EDUCATION AND EXPERIENCE
High School Diploma or GEDOne (1) year of responsible building inspection, property/construction management, project coordination or building maintenance, repair and construction experience.LICENSES AND CERTIFICATES

The City of Mesquite offers the Zero Premium, Employee Only Benefits under the following plans: High Deductible Medical Plan, HMO Dental Plan, Vision Plan, and Life Insurance.The City is self-insured and offers a choice of four medical plans: HSA, High Deductible, HMO, PPO, and EPO Medical Plans through Blue Cross Blue Shield of Texas. Employee medical coverage goes into effect the first day of the month following 30 days of employment. Coverage is available to all full-time employees at group rates. Employees enrolled in the City's self-insured medical plan also have access to the Mesquite Employee Health Center (MEHC) clinic and pharmacy.
The City offers three dental plan options: a managed plan (DHMO), an indemnity plan (DPPO), an enhanced indemnity plan (DPPO Enhanced). Coverage is available to all full-time employees at group rates.
The City offers free Vision Insurance to all employees. Dependents can be added for an additional fee.
Basic Group Life Insurance protection is provided to eligible full-time employees in the amount of two times the annual salary as recorded at the beginning of each year. The following voluntary benefits are available to full-time employees: Supplemental Life, AD&D Insurance, Cancer Insurance and Long-Term Disability
Texas Municipal Retirement System (TMRS): All employees appointed to positions designated to work 1,000 hours or more per year must participate in the TMRS. TMRS is a qualified tax-deferred retirement plan under Section 401 of the IRS. Seven (7) percent of gross earnings are deducted each payroll as a pre-tax deduction and deposited into the member account. When an employee becomes vested and retires, the City provides 2-to-1 matching contributions.
