Purpose of HQS Inspector
Under the direct supervision of the Quality Assurance Administrator, the HQS Inspector is responsible for conducting a variety of housing inspection activities for all SHA programs. The HQS Inspector shall develop and maintain a positive working relationship with property owners/managers, tenants/program participants, peers, and management.
Essential Duties and Responsibilities
•Conducts HQS inspections and determines compliance of rental assistance units with HUD minimum property standards for program participants and per contract provisions as scheduled.•Provides basic program orientation to potential and newly-participating owners/managers; and program information upgrades to all landlords.•Advises owners/managers and tenant/program participants on ways to correct deficiencies in meeting HQS and confirms compliance dates.•Evaluates corrections of any HQS deficiencies, certifies units, confirms lease effective dates, and signs Housing Assistance Payment (HAP) Contracts.•Discusses rent levels for units assigned and meeting program standards, using rent reasonableness data, Fair Market Rents (as applicable), and Annual Adjustment Factors.•Enters inspection and necessary data into the computer.•Explains lease agreement terms to program participants and owners/managers as necessary.•Coordinates with other housing assistance programs staff in maintaining the leasing schedule to keep the annual reviews current and coordinates in issuing warning, termination, and abatement notices.•Assists in preparing rent comparability, market information, rent reasonableness, and utility allowance calculations.•Assists in providing input for marketing materials for Landlords.•Assists other staff with assignments as necessary, and performs other related duties as required or assigned.
Requirements
Acceptable Experience and Training
High school diploma or GED equivalency is required with at least two years experience and/or education in the construction trades, industrial arts, housing inspection, or other housing-related activities.
Preference is given towards experience with Section 8 activities, or experience with a private nonprofit or government agency.
Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work of an HQS Inspector.
Must be able to pass HQS training exam within 1 year of hire.
Must have an acceptable credit history, and have and maintain a valid driver's license, reliable transportation, satisfactory driving record, and adequate insurance coverage according the SHA's policy and insurer.
Competency Requirements
Knowledge of:•Housing inspection techniques, procedures, and practices.•HUD Housing Quality Standards, Section 8, and other Rental Assistance Programs.•Fair Housing and Washington State Landlord-Tenant Act Laws.•Safe driving practices.•Geographic area served to support efficient inspection travel patterns.
Ability to:•Diagnose, analyze, interpret and apply regulations to housing conditions, and to utilize good judgment independently during inspections.•Communicate solutions of housing maintenance problems to property owners and tenant/program participants.•Analyze and apply housing data and to accurately apply rent formulas.•Establish and maintain effective relationships with fellow employees, tenants/clients, and owners while under pressure and remain calm and flexible.•Organize and expedite workload, including initiating work projects and working independently.•Basic computer literacy, including email and calendar use.•Respect privacy and confidentiality of client files and information.•Perform simple math functions with accuracy.•Practice safe driving skills in all weather conditions.
Essential Physical Abilities
Physical demands include regular pushing, pulling, sitting, climbing, twisting, kneeling, crouching, crawling, fingering, feeling, and use of smell and taste. Frequent physical demands include lifting up to 10 pounds, carrying, standing, walking, balancing, stooping, reaching, handling, talking, hearing and bending. Occasional physical demands include lifting up to 25 pounds.
Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and to communicate effectively in person and on a telephone. The noise level is usually moderate.
Working conditions include being indoor and outdoor, frequent exposure to weather, working with others, working alone, and moving mechanical parts.
The employee in this position must be able to access units, common areas, building systems, and site features that are not accessible to the mobility impaired as an essential part of the job.
Must be able to fully function in a drug-free environment: history free criminal/drug felony convictions.
