Description:
Provides independent pricing for all phases of the proposal process from proposal strategy through negotiations. Develops both sanitized and un-sanitized pricing volumes of proposals to include the required text description of the buildup of the pricing, as well as building supporting Excel Spreadsheets in the format required by the Government/Prime. The government contract pricing team is responsible for determining the cost of goods and services, negotiating prices with contractors, and ensuring that contracts are priced accurately and reasonably in compliance with regulations.
Responsibilities:Determines optimal pricing strategies for federal contract bids for international aviation training; aviation maintenance; and systems engineering for aviation weapon system acquisition requirements.Formats the bids that are determined by the Government's Request For Proposal (RFP) for FFP, T&M, CPAF, CPFF type contract requirements with labor allocated to multiple sites CONUS and OCONUS.Conducts comprehensive market research, analyzes historical data, and develops cost models to support proposal pricing analysis.They will be an integral part of the cradle-to-grave proposal process.Develop the cost volume for the RFP using excel and/or RFP supplied templates for the cost submission and MS Word for the description, process, allocations, assumptions made in the pricing scenario.Have a key role in the win strategy, working with the Proposal Manager, Publications Manager, Capture Manager, and CFO.Supervises lower level employees.Qualifications:
Bachelor's degree in finance, accounting, or related field with additional experience.12 years of complex federal contract pricing.
CPFF, FFP, IDIQ, Cost reimbursable, Time and materials, SCA/CBA Contracts, CPIF, etc.
Demonstrated proficiency in analyzing large datasets to identify trends and insights.Strong understanding of statistical methods and tools.Knowledge of various pricing strategies like value-based, cost-plus, and dynamic pricing.Skills in conducting market research and competitive analysis.Demonstrable Level 4 of 5: Microsoft Suite (Excel, Microsoft office, Powerpoint, and Sharepoint).Experience with Deltek Costpoint is a plus.Your international experience is an advantage.Additional Skills:
The successful candidate must have the ability to think critically and solve complex problems.They must ensure accuracy in data analysis and pricing models.Their strong communication skills will be evident in writing and spoken English as they present findings and recommendations.They will collaborate with a variety of people, and must work effectively with cross-functional teams.They must understanding business operations and market dynamics.
