General Summary : To administer the secondary education partnership with the Department of Education, and College Access programs and initiatives including, but not limited to Carl D. Perkins Statewide Grant, Early College programming, NH Career Academy, Math Learning Communities, and Early Child Education Grants for the Community College System of New Hampshire. This position will report to the Vice Chancellor of the Community College System of New Hampshire.Principal Duties and Responsibilities :Manages all aspects of federal Postsecondary Carl Perkins Grant, including preparation and submission of the state five-year plan, annual application and final data report, budget development that aligns with the required and permissive activities dictated in the legislation, and program monitoring that aligns with the legislation, annual plan, comprehensive needs assessments, and five-year plan.Works with CCSNH Institutional Researchers to collect and report all data as it relates to the postsecondary statewide performance measures and federal reporting requirements.Meets regularly with the individual college Perkins managers for training on Perkins legislation and guidance on Perkins programming. Is the liaison to NHED’s Bureau of Career Development, NH CTE Centers, attending all CTE Director meetings and statewide CTE Advisory Committees, and manages all negotiations and updates to the Perkins Memorandums of Understandings, as they relate to Perkins funding.Works collaboratively with CCSNH and College personnel in the implementation of the CCSNH’s Early College programs. Works with the Vice Chancellor to set the vision for Early College programming, meets regularly with CCSNH Early College Coordinators to plan and implement Early College programming and student pathway development, manages DualEnroll Early College registration system, and other secondary initiatives as they relate to Early College.Manages the implementation of the NH Career Academy, serving as the liaison to the Career Academy Charter School administration, ensuring all Memorandums of Understandings are updated and complete, communicates with the Early College Coordinators on a regular basis to ensure all required documentation including progress reports and billing is submitted on time to the Career Academy Charter School.Manages all Early Childhood Education Grants including supervising the College Access Project Coordinator, develops processes for applying all student grant awards, negotiates contracts with ECE grant funding sources, oversees data collection and reporting, and represents CCSNH ECE programs in the legislature and ECE community.Oversees all aspects of the CCSNH Mathematics Learning Communities project, including supervising the Math Learning Communities Project Director, finalizing and managing the annual budget, representing the MLC at the legislature and coordinating reports and data for reporting purposes.Oversees the Foster Care Waiver program, connecting with DHHS DCYF program staff to ensure CCSNH meets its obligation of providing waivers to participants in the DCYF program while monitoring legislation and making program recommendations.Serves as a member of the CCSNH System Office Managers Team and the CCSNH Leadership Team responsible for strategic planning, fiscal management, resource development, policy setting, and overall administration of the CCSNH.Provides direct support and consultation to the Vice Chancellor in the research, planning, development and implementation of all secondary partnership programs and college access grant opportunities and programs.Complies with all CCSNH, state and federal rules and regulations.Performs other duties as assigned.MINIMUM QUALIFICATIONS :Education: Master’s degree from a recognized college or university.Experience: Six years of experience in teaching, education administration, grant management, and/or related field with management experience involving supervision and/or program administration.License/Certification: Valid drivers’ license or access to transportation for statewide travel.RECOMMENDED WORK TRAITS : Knowledge of education administration, teaching methods, school to career programs, and community colleges. Knowledge of program administration and evaluation and grants management. Ability to prepare budgets. Ability to express ideas clearly and concisely both orally and in writing. Ability to evaluate and analyze program effectiveness and resource utilization. Ability to prepare presentations and present materials. Ability to establish and maintain effective working relationships. Ability to work independently and as a member of a team. Ability to maintain confidentiality and to handle matters with diplomacy. Ability to exercise professional judgment and effective decision-making.
